Description: NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACT�� Special Notice: FD-2023-070�� NOAA/NMFS/SEFSC/MMTD�� In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following:�� The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), �with Wildlife Computers Inc.�� Using the procedures of FAR Part 13 the requirement is to procure the following: This request is for a quantity of 19 (and shipping) tags. The tags must have FASTLOC GPS, be towable, and archive data for retrieval should the tag be found after deployment. The tag must be buoyant and attached to the turtle via a tether.�� The applicable Size Standard is North American Industry Classification System (NAICS) Code 334220 with a Small business size standard of 1250.�� The Southeast Fisheries Science Center Marine Mammal and Turtle Division Sea Turtle Branch (SEFSC MMTD) conducts extensive field operations in capturing and satellite tagging leatherback turtles. SEFSC MMTD has an ongoing research program using these specific tags. For the continuity of the study, we must have the same tags as previously used in this project that collects the same data so it is consistent with our previous work and is permitted under our research permit. � � � � � � � � � � � � One of SEFSC MMTD primary duties is to provide input on how federal actions impact endangered species, such as leatherback turtles. The tags needed here provide information on distribution and habitat use which are directly used to assess the impacts of federally permitted commercial fisheries and ocean energy development. A failure to collect these data will create a deficiency in data collected by NOAA Fisheries.
