- Simultaneous Transmit and Receive Technology for Multifunction C5ISR/EW Systems Request for Information (RFI) December 2022 Disclaimer This is a Request for Information (RFI) synopsis. This Request for Information (RFI) is issued solely for informational and planning purposes and does not constitute a solicitation. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. This is NOT a request for Quotations or Proposals. No solicitation document exists and formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not reimburse costs incurred by respondents in response to this RFI regarding details of the RFI. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government encourages teaming/partnering. In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted by respondents to this sources sought synopsis is voluntary. The Army does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment for any purpose. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), WOSB, EDWOSB.). Background The US Army C5ISR Center is performing research, development, and prototyping of systems implementing C5ISR/EW Modular Open Suite of Standards (CMOSS). These systems will integrate diverse functions together in a single chassis, allowing for the sharing of resources. These standards define the use of shared resources between multiple Radio Frequency (RF) systems. As with any multi-function systems, conflicts will arise and require the transmission of simultaneous signals at the same or similar frequencies at differing power levels. Objective �The C5ISR Center requests the following information for each precision reference system: 1. �Company Information Company Name Company Address RFI Technical POC Name, Email Address, and Phone number RFI Business/Contract POC Name, Email Address, and Phone number CAGE Code Facility Clearance Level 2. Technical Information System/Product Name Description of Product Provide a brief description of your product. Only include information not provided in other sections of this RFI. If specifications or in-depth descriptions are available of your product, please include them as appendices or attachments to your RFI response. Provide any examples of use cases or users that provided requirements during the development of this product. Technical Rights Describe if your product has any Government Purpose Rights or is it completely proprietary? Was it developed under any DoD programs or completely self-funded? Does any other entity share the rights to this product? Are there any agreements that would limit the government in any way in the use or funding the continued development of this product? Product MaturityDescribe the maturity of your product. Has it undergone any level of testing or validation in the lab or field? Has it been integrated with or within any other products. Is it used commercially or for any DoD/Federal applications today? Has it been fielded? If so, to what platforms? Is this an enhancement to another system? Has it been given a TRL, and if so, what is the TRL? Product Availability Is your product available now for purchase? If not, what is the current lead time? If it is a prototype system, what would be the cost to acquire or build the system? Product Capability (Not a comprehensive list � Please review CUI document for more info) What frequencies/frequency bands can your product support? Does the product require pre-configuration for a specific frequency range, or can it support frequencies across the entire supported frequency range? Is there any degradation of the transmitted signal in a benign environment when using your product? Are there any test results showing these comparisons when transmitting signals with and without your system? What latency is incurred when using your systemHas your system been tested with frequency hopping systems? If so, what was the hopping speeds and frequency bands? What is the highest transmit power your product can support? Is this level theoretical/modeled or has it been verified/validated through testing? What form factor is your product? What are the barriers/actions needed to implement the product into a CMOSS multifunction RF system? Does your system support adjacent channel transmission or co-channel? Has your technology been used on ground or air platforms? What is the isolation method used in your product? Is there anything else that is not listed in the above questions that you would like to inform the reviewers about? Response Requirements All documents shall be portion marked IAW DoDM 5200.01-V2. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (submitted material will not be returned).
