Description
This is an amendment to SS-NIAID-2131634 with Questions and Answers. See the attached titled, ""Sources Sought - SAM - Amendment QA."" This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1)� Availability and capability of qualified small business sources; (2)� Whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3)� Size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. �An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. a. Background, Purpose, and Objectives The National Institute of Allergy and Infectious Diseases (NIAID), Comparative Medicine Branch (CMB), is currently seeking sources capable of providing preventative maintenance, calibration, and repair services for twenty-four (24) autoclaves and one (1) air compressor located in multiple facilities on the main NIH campus at 9000 Rockville Pike, Bethesda, MD 20852. �The NIAID contemplates a Firm Fixed Price (FFP) with a potential five-year performance period. � b. Project requirements. �Potential sources must have the knowledge, skill, ability, and resources to reliably perform preventive maintenance inspections and associated repairs, call-back repair, trouble shooting, and special projects service. �In addition, this anticipated service will include one (1) full calibration per autoclave per year, and all replacement parts and miscellaneous hardware on each autoclave and the air compressor.� Please see the attached Draft Statement of Work (Draft SOW). c. Anticipated Period of Performance It is anticipated that an award will be made before the period of performance (POP) start date. �The base POP is estimated February 01, 2023 � January 31, 2024. �The government anticipates awarding a firm fixed price purchase order with a one-year base period and up to four, one-year option periods. d. Other important considerations Facility access is restricted in some facilities where the units are located.� The Contractor shall observe all restrictions and only enter facilities based on the entry foot pattern established and described in the standard operating procedures.� Consultation with the Facility Management teams prior to facility entrance when multiple facilities will need to be accessed in a single day is expected.� e. Capability statement / information sought All capable vendors should respond with a capability statement of no more than six pages by Wednesday, December 21, 2022 at 4:00pm ET. �Capability statements must reference no more than two (2) recent and relevant contracts performed in the last three (3) years. �Include name, address, telephone number, and e-mail address for each reference. �Provide a brief description of the work performed, contract number, total contract value, and period of performance.� Contracts must be the same or similar in size, type, and complexity as set forth in the draft SOW.� If your organization has the potential capacity to support this requirement, please provide the following information: Organization name, address, point of contact, email address, website address, telephone number, UEI number, and type of ownership for the organization Small business size classification and small business socioeconomic status pursuant to applicable NAICS code. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of capability.. If your company customarily provides these services through a contract type other than FFP, please explain Provide the NAICS under which your company usually provides the requirements described in the draft SOW.� Please provide rationale for your answer if different from 811210. Describe any customary commercial contract terms or conditions that you feel would make any resulting contract more effective if applicable. Opinions about the difficulty and/or feasibility of the potential requirement or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts Information regarding respondents�: (a) staff and staff expertise, including availability, experience with Biosafety Level 3 autoclaves/sterilizers, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information f.
