- This is a SOURCES SOUGHT NOTICE only. This is not a request for formal proposals or quotes. No formal solicitation document exists at this time. This request is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. PURPOSE AND OBJECTIVES: The intent of this Sources Sought Notice is to identify potential offerors capable of providing services to establish a Patient Support Program (PSP) for the Northport VA Medical Center located at 79 Middleville Rd, Northport, NY 11768. The proposed contract action is expected to be a firm fixed-price contract with an anticipated period of performance of 02-01-2023 to 1-31-2028 if all Option Years are renewed. DRAFT STATEMENT OF WORK: The contractor shall have Vet Link subject matter expertise and will train its own contractor staff on Vet Link/PCI and manage the system in real-time. Contractor shall also provide (including, but not limited to) all planning, labor, materials, supervision, and services, which are required to provide an effective and efficient Patient Support Program for patients and guests. The Contractor must have proven expertise and previous experience with patient flow, patient transfer, transport assistance and intake solutions with the VA s Vet Link kiosk system management (hardware and software). The contractor must have administrative user access to Vet Link software and subject matter expertise to configure Vet Link workflows required to create Northport centralized intake workflows. Below is a detailed list of the current Vet Link capabilities to be configured by the contractor: Vet Link Primary Workflows Pre-registration with Contact Info / Insurance / Next of Kin review Check-in Combined (Check-in and Pre-registration) with options for additional services Request Medical Records (ROI) Request Benefit Travel Wayfinding (Lobby-to-destination) Queuing (see below) Vet Link Queuing Workflows Two types: Walk-ins or Appointment-based with options for with or without authentication Configuration tools to create walk-in questionnaires for specific service areas (Lab, Pharmacy, etc.) and ability for patient to self-select a reason for visit Configuration options for custom patient activities, patient tracking buttons, custom notifications, and staff locations Configuration tool to generate physical queue tickets and number to patients Physical queuing display shows patient s number that s being called (on available Vet Link display screens) Vet Link dashboard to show patient visit status, appointment status, and staff location Ability for staff to see visit notifications and patient s self-selected reason for visit The contractor staff will primarily assist with PCI/Vecna/Vet Link kiosks check-in activities; trouble shoot, manage, and fix PCI/Kiosk issues; welcome patient/visitor; provide wayfinding to patient/visitor desired clinic/location for appointments and meetings; and assist with vehicle transfer and transport; thus, creating an efficient, caring, empathetic atmosphere. Contracted employees working in this capacity must be mature, dependable, and empathetic, and be able to communicate effectively and courteously with patients, guests, and staff. All patients, guests and staff will be treated with respect and courtesy at all times. The Contractor shall provide an on-site Subject Matter Expert (SME) in Vet Link and Vet Link-enabled Patient Flow. The Contractor shall provide support for the initial (6) weeks with a minimum of (1) expert-level PCI/Vecna/Vet Link configuration specialist. This SME shall ensure all staff are trained on all VA-documented Northport Vet Link standard work. The SME shall provide hands-on training in VA processes and systems to the PSP team; operationalize Northport s standard work with PSP; and manage standard work change management process with Northport leadership. The COR and Contractor will revisit the staffing schedule every six months to ensure staffing levels and schedules are appropriate for facility visitor volumes. Contractor staffing to support kiosks shall be as follows: There shall be at least one (1) contractor representative assigned to each kiosk/tablet check-in area on the first floor and at least one (1) PSP representative on the other floors where there are kiosks/tablets to assist patients. There may be two or more kiosks/tablets within the visual area of one (1) contractor representative. One (1) contractor representative shall remain within the immediate visual area of check-in kiosks/tablets when other PSP staff are called to support patient transport needs and wayfinding. Kiosk/tablet numbers and locations are subject to change and will be communicated by the COR after award. RESPONSE: Responses to this Sources Sought Notice should thoroughly demonstrate the firm's experience and capability in delivering the service listed above. Please provide a current certified distributor letter from Vecna Technologies demonstrating your Company is both qualified and authorized to perform the aforementioned drafted statement of work. Responses should include the following information: Business name, address, DUNS number, business size and Socioeconomic Category (HUBZone, 8(a), Service-Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Small Business, Large Business, etc.), FSS Contract # if applicable, and point of contact to include e-mail address and telephone number. Offerors will be required to be registered in the System for Award Management (www.sam.com) prior to any future offer. Any interested capable parties shall submit their response via email by December, 30, 2022 by 10:00 AM EST.
