Description
This is a Sources Sought Notice. This IS NOT A SOLICITATION for proposals, proposal abstracts, or quotations. The Defense Threat Reduction Agency (DTRA) Strategic Integration Directorate supports the mission of the Director DTRA by shaping DTRA�s response to the challenges and priorities set forth in the National Defense Strategy, focusing the Agency�s operations, activities, and investments (OAIs) in a manner that maximizes their cumulative effect in support of our warfighting customers. To accomplish this, full spectrum Combatting Weapons of Mass Destruction (CWMD) support requires a flexible, timely and responsive subject matter expert (SME) work force to support the CWMD mission within and external to DTRA, the Office of the Secretary of Defense, the Joint Staff, Combatant Commands, Services, other U.S. Government, Departments and Agencies, friends, allies and partner nations as appropriate at home and abroad. NOTE THAT THIS SOURCES SOUGHT ANNOUNCEMENT IS FOR A SHORT TERM CONTRACT ONLY, THAT IS EXPECTED TO LAST NO MORE THAN SIX MONTHS IN DURATION WITH AN ANTICIPATED START DATE NO LATER THAN 17 FEB 2023. The objective of this requirement is to acquire subject matter expertise to provide fully integrated advisory and assistance support (A&AS) services to the SI Directorate and Chief of Staff in support of DTRA�s mission.� The A&AS support requirements for this efforts fall into these areas as summarized below, this is not a complete list.� Strategic planning and strategy management for development and execution of the Agency/Center�s Vision, Mission Goals and Objectives. Operational-level planning for development and support of joint CWMD mission strategy, plans, policy and doctrine. Scientific, technical, analytical, advocacy support to enhance CWMD capabilities and support to the Planning, Programming, Budget, and Execution (PPBE) process. Technical, scientific, operational and policy-related advice and administrative support to CWMD Groups, Committees, Organizations and Inter-Agency Co-ordination Functions. Agency-wide strategic planning, strategy management and implementation, performance management and measurement analysis, operations research analysis, policy integration, and organizational assessment support. Regional engagement, coordination, analytical, operational, and technical support. Conduct of WMD elimination mission planning, exercises, and operations, actions, and initiatives (OAIs). Conduct of government-hosted unclassified and classified meetings, conferences, symposiums and exercises. Subject matter scientific and technical expertise to support, conduct and coordinate CWMD studies, special projects, opportunity analysis and activities. Program management, task order management and administrative support All interested vendors are invited to provide capability packages for the services outlined. �The North American Industry Classification System (NAICS) Code is�541990 - All Other Professional, Scientific, and Technical Service with a small business size standard of�$19.5 Million in annual revenues. Capability packages to be submitted under this sources sought are *not* proposals, but rather statements regarding the Company�s existing and past experience in relation to type of work described in this notice and must include the following information: 1. Name of the firm, point of contact, phone number, email address, Unique Entity ID number, CAGE code, a� statement regarding small business status (including small business type(s)/ certifications(s) such� as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) if applicable, and the corresponding NAICS code. 2. Identify whether your firm is capable of competing for this requirement as a prime contractor, bearing in mind the performance thresholds of 52.219-14. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial client), pertinent certifications, etc., that will facilitate DTRA in making a determination of your firm's capability to perform. 4. Information concerning the number of personnel and clearance status of the contractor's workforce that would be utilized to accomplish for the effort as well as any facility clearances the contractor holds for its facility.� Note that Top Secret / Sensitive Compartmented Information is a requirement of the scope of work. 5. Information concerning the contractor's capability to support DTRA in a full scope capacity starting on 17 February 2023, as the anticipated award timeline for any contract award that will be associated with this announcement is expected to be a short turn-around in nature, with no transition time.� Interested parties have ten (10) days from the date of publication of the synopsis to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of market research. Responses received after ten (10) days, or without the required information, will not be considered.� Response to this notice must be received by 1000 AM, Eastern Standard Time on January 3, 2023. Responses must include your business name, point of contact, address, and telephone number with area code. Telephonic inquiries will not be accepted. Responses may be emailed to the attention of Michelle Etienne, Contract Specialist, at michelle.etienne.civ@mail.mil.� NOTES: This notice is issued solely for information purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking proposals at this time and WILL NOT accept unsolicited proposals in response to this Sources Sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.
