Description

The Naval Air Systems Command (NAVAIR) intends to award an Indefinite Delivery Indefinite Quantity (ID/IQ) knowledge based services contract� on a sole source basis to The Boeing Company; 6200 J S McDonnell Blvd, St. Louis, MO.� This effort will continue Post Production Support (PPS) services for the T/AV-8B Harrier, scheduled to remain in service until Fiscal Year (FY) 2028.� The Boeing Company (Boeing), St Louis, MO will provide Engineering and Integrated Logistics Support for the Harrier T/AV-8B Joint Program Office, PMA-257 requirements.� Under the PPS procurement Boeing will provide the necessary supplies and services which include, but are not limited to: sustaining configuration management, engineering and logistics support, and maintenance of engineering and logistics databases; performing engineering/technical investigations, providing recommended solutions; analyzing supply requirements and lifecycle logistics; providing engineering and logistics source data for and/or preparing ECPs and associated validation/verification kits; maintaining the System Safety and Configuration Management Programs; providing technical support for Government Furnished Equipment (GFE) and support equipment; and, maintaining and updating technical documentation, data and publications.� This contract will also be used for studies and analyses of the airframe and associated subsystems necessary to maintain the aircraft through the conclusion of its service life in FY 2028.� This contract will have an estimated period of performance of five (5) years. The applicable NAICS Code is 488190� Other Support Activities for Air Transportation. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c) (3), as implemented by Federal Acquisition Regulation FAR 6.302-1, �Only One Responsible Source�, and no other supplies or services will satisfy agency requirements. As the sole system designer, developer, integrator, and manufacturer of the T/AV-8B Harrier, Boeing is the only known source with the requisite knowledge, experience, technical data and technical expertise to provide the services necessary to support the existing aircraft until FY2028. This contract being synopsized will be a follow on contract to sole source FY2019-FY2023 Boeing contract# N00019-19-D-0004. The anticipated ID/IQ contract award is Quarter 1, FY24 with support/deliveries to commence Quarter 2, FY24. � This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.)� Interested parties, however, may identify their interest and capability by responding to the requirement.� The Government will consider all capability information received prior to the closing date of this synopsis.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.� There is no commitment by the Government to issue any solicitation, make an award, or to be responsible for any monies expended by any interested party before award of a contract for the efforts detailed above.� Information provided herein in no way binds the Government to solicit for or award a contract.��
