- Answers to RFCs 2 and 3 provided.� Amended to remove small business set-aside constraints, to remove clauses 52.219-6 and 52.219-14, to change language in sections L and M, and to extend the proposal due date to 04 January 2023 Respose to RFC 1 provided.� Amendment Extends the proposal due date to 05 December 2022.� Amendment 3 - Extends the proposal due date from 17 November 2022 to 28 November 2022 to allow for more time to submit proposals.� Amended required due to Addendum 1. Proposal due date is now 17 November 2022.� Amendment changes the proposal due date from 24 October 2022 to 02 November 2022, due to a discrepancy in the due dates on SAM.gov and PIEE. SEE ATTACHMENTS AND INSTRUCTIONS TO OFFEROR. The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF) detachment Everett, Washington, intends to award a firm-fixed price contract(s) to accomplish Continuous Maintenance Availability (CMAV) 3A1 of the USS KIDD through the completion of the work items included in attachment J-1.This acquisition is planned to be set aside 100 percent for small businesses that fall within the 1,250 size standard, under North American Industry Classification System (NAICS) code 336611 Ship Building and Repairing and Product Service Code J999 (Non-Nuclear Ship repair West), maintenance, modernization, and repair, in accordance with Federal Acquisition Regulation 19.502-2 Total Small Business Set-Asides. The period of performance for USS KIDD is scheduled to be February 06, 2023 to March 03, 2023. Prospective offerors must have previously executed either a Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) or must possess and provide the documentation necessary to show qualifications to perform the work required to execute the award. All offerors must be registered with the System for Award Management (SAM) to receive award of Government contracts. Offerors are advised also that SAM representations and certifications can be completed electronically via the System for Award Management website at https://sam.gov. All inquiries shall be made via email directed to Sophia Strader, Contract Specialist, at sophia.strader@navy.mil, and Cheri Richards, Contracting Officer, at cheri.richards@navy.mil. Requests for clarifications and Questions shall be submitted no later than 04 October 2022 at 12:00 pm Pacific Time (PDT). The Government reserves the right to not answer any requests received after 06 October 2022 at 12:00 am Pacific Time (PDT). Please submit your proposal, along with the rest of the solicitation requirements in the current solicitation, no later than 17 November 2022 by 12:00 PM Pacific Time. Include all POCs in all electronic communications. Electronic Delivery of Proposals: Delivery submissions shall only be accepted electronically. Offeror?s must submit electronic copy of their proposal in accordance with above instructions. Proposals shall be submitted via https://piee.eb.mil/Electronic copies of each volume shall be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/ . Proposals submitted by mail or hand-carried will not be evaluated. Proposals sent through proprietary or third party File Transfer Protocol (FTP) sites or DoD SAFE will not be retrieved. It is the responsibility of the Offeror to confirm receipt of proposals. All proposals received after the exact time specified for receipt shall be treated as late submissions and will not be considered except under facts and circumstances allowed by the Federal Acquisition Regulation (FAR).
