This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): 0001)� Boiler/Chiller Chemical Water Treatment Annual Service � Base Year 1001)� Boiler/Chiller Chemical Water Treatment Annual Service � Option Year 1 2001)� Boiler/Chiller Chemical Water Treatment Annual Service � Option Year 2 3001)� Boiler/Chiller Chemical Water Treatment Annual Service � Option Year 3 4001)� Boiler/Chiller Chemical Water Treatment Annual Service � Option Year 4 Description of Work: The National Centers for Animal Health requires an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide bulk chemical for boiler and chiller water treatment and services from a firm that can provide a comprehensive, service-oriented water treatment program for chillers, cooling towers, steam boilers, and the associated condensing water loops, closed chilled loops, steam and condensate piping systems located at the NCAH in Ames, Iowa in accordance with the Statement of Work. The Contractor shall provide all items F.O.B. destination.� Location of the Government site is aboard USDA ARS Ames, IA 50010 and will be identified in the contract.� The Government anticipates award of a Firm Fixed Price contract. (ADDED) Site Visit: Organized site visits are scheduled for December 13, 2022 at 1:00 PM Central Time (CT) and December 14, 2022 at 10:00AM CT. COVID-19 requirements in place at the time of the site visit shall be followed by all those in attendance. The site visit will be held at the project location. The same information will be provided at all site visits, so offerors only need to attend one. In order to attend the site visit, you MUST pre-register by 12:00 PM CT on December 12, 2022. Pre-register by emailing melissa.grice@usda.gov� with your company name, the name(s) of the representatives who will attend, and which site visit you are registering for. An email response will be sent confirming your registration. � The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site which may be helpful in the preparation of offers. Attendance at this site visit is not mandatory for offer submission; however, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document. Offerors responding to this announcement shall submit their proposal in accordance with FAR 52.212-1 Instructions to Offerors�Commercial Products and Commercial Services.� Submission of proposal shall include the following: (1) Technical and (2) Price. All responses shall be submitted electronically to melissa.grice@usda.gov The basis for award is Lowest Price Technically Acceptable (LPTA).� LPTA means the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.� Pursuant to FAR 52.212-2 Evaluation�Commercial Products and Commercial Services, the criteria for evaluation are: (1) Technical and (2) Price and must also have satisfactory Past Performance.� Technical acceptability will be evaluated based on company experience as follows: All service personnel shall have a minimum of 2 years of water treatment experience. The contractor shall also have a minimum 2 years of experience in the implementation of boiler treatment, chilled water and condensing water programs.� The contractor will have experience in the training of operating personnel. One designated person and a backup person should be designated as representatives for the contractor. One of the two assigned personnel shall include a degreed chemical engineer.� The lowest priced proposal will first be evaluated for technical acceptability in accordance with the minimum specifications identified.� If determined not technically acceptable, it will be removed from competition and the next lowest priced proposal will be evaluated for technical acceptability.� This will continue until the lowest price proposal is determined technically acceptable.� Once the lowest priced proposal is determined technically acceptable, then a determination of responsibility will be completed.� If found responsible, evaluations will be closed and award will be made. INSPECTON AND ACCEPTANCE TERMS:� Services will be inspected by Contracting Officer Representative (COR) and accepted at destination.� Period of performance is one year with four, one year option periods.
