- Description
- The United States Army Corps of Engineering (Corps), Great Lakes and River Division, Chicago District, has been given the responsibility for the accounting of flow that is diverted from the Lake Michigan watershed and provide assurance to these concerned interested parties.�The diversion of water from the Lake Michigan watershed is of a major importance to the Great Lake states and to the Canadian province of Ontario.�The Corps of Engineer is seeking small businsses (Size standard $19M under NAICS) capabitlities to provide a three member committee to perform an:� (1) analysis of current diversion-related measurement techniques and accounting procedures, (2) evaluation of these techniques and procedures as to whether they are using the best current engineering practice and scientific knowledge, (3) recommendation of appropriate revisions within the legal constraints of the decree, and (4) review of the user�s manual for completeness and clarity, and (5) preparation of draft and final reports.� �The Government is seeking for the final report to be delivered within 12 months from estimated award date (May 2023). The three person committe must be derived from either civil engineers and/or hydrologists meeting the following criteria. All three must have: 1. Knowledge of watershed hydrology and waterway hydraulics in the northeast Illinois and�northwest Indiana: demonstrate your knowledge of the specific watershed by studying,�training or past project experiences. 2. Experience: a. Serving on a hydrologic and hydraulic engineering investigation committee or task�force and providing H/H engineering testimony in public meetings: provide the name�and duration of the committee or task force. b. Statistical analyses for hydrologic and hydraulic applications: provide a list of projects�that the individual performed � specify the individual�s role, percentage of time spent,�duration of the project and deliverable product. Individually, the committee members must meet: One committe member: 1. Education and experience of precipitation and stream flow measurement: provide a list of�projects that the individual worked � specify the individual�s role, percentage of time spent,�duration of the project and deliverable product. Another must meet: 1. Education and experiences in hydrology, hydraulics and computer modeling: provide�academic degree(s) earned and describe general experiences, in terms of the number of years�and job capacity, in hydrology, hydraulics and computer modeling. 2. Professional engineer registration: provide the state and status of registration OR a minimum�of 10 publications in the water resources area, including, but not limited to, hydrologic and�hydraulic engineering. The thrid one must meet: 1. Professional engineer registration: provide the state and status of registration OR a minimum�of 10 publications in the water resources area, including, but not limited to, hydrologic and�hydraulic engineering. 2. Experience: a.Participation in hydrologic and hydraulic engineering investigation committee, task force, or technical review, and providing H/H engineering expert statements in public meetings.� Provide details, such as the name, purpose, and duration of the committee, task force or technical review. b.Precipitation and stream flow measurement: provide a list of projects that the individual worked � specify the individual�s role, percentage of time spent, duration of the project and deliverable product. In your response, include your UEI (Unique Entity Identififcation), your small business size status, and if your firm needs to subcontract any committee member.� All three committee members and the firm must also not have any conflicts of interest and cannot be a�paid�consultant to any party (i.e., any Great Lakes States, Metropolitan Sanitary�District of Greater Chicago) in any proceedings relating to any of the United States Supreme�Court decrees (i.e., 281 U.S. 696; 289 U.S. 395; 388 U.S. 426) where this requirement was derived from.� If unsure about whether a customer would be a conflict, after checking with them, include that concern with your response.
