- The Contracting Officer selected multiple contract types for this award; however, the overall contract type designation, based on the majority of costs, is Cost Plus Award Fee (CPAF), but Firm-Fixed-Price (FFP) line items and incentives are also included in this award. This contract approach provides DHA with the greatest amount of flexibility in rewarding the contractor for desired, subjective outcomes needed to deliver best-value health care and and allows DHA to shift a greater amount of risk to the contractor than in prior generations of the TRICARE program. The purpose of this services contract is to provide Managed Care Support (MCS) to the Department of Defence (DOD) TRICARE program. The MCS Contractor (MCSC) shall assist the Military Health System in operating an integrated healthcare delivery system combining resources of the military's direct medical care system and the Contractor's managed care support to provide health, medical, and administrative support services to TRICARE-eligible beneficiaries. The contract base period of performance (transition-in) is 01 February 2023 through 31 January 2024. There are eight - one-year option periods continuing through 31 January 2032, an 18-month phase-out period which follows the last exercised period of performance. Total estimated value of the contract, including the base, eight - one-year option periods, 18-month phase-out is estimated at $70,846,618,321.45
