- NOTICE OF INTENT TO SOLE SOURCE NOAA's Marine Operations Center, Acquisitions Branch, intends to negotiate, on a sole source basis, under authority of FAR 6.302-1(a)(2), with Sound Propeller Systems of Everett, Washington, for the logical follow-on highly specialized services for the installation of engine couplings aboard NOAA Ship Fairweather. This work is a continuation of AIR 003-CFR 052, a work item under contract number 1305M221PNMAN0336 for the correction of deficiencies in the main engine couplings requiring machining and installation of new couplings.� The couplings were machined pending ABS approval, which was not received prior to the end of the dry dock period of performance.� Sound Propeller has now received ABS approval for their procedures for the completion and installation of the engine couplings.� 1305M221PNMAN0336 was awarded as a competitive action.� The Government would incur significant time and cost delays that would not be recovered through further competition in the machining and installation of these couplings as vendors would have to restart ABS approvals and fittings. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
