- VIRTUAL PUBLIC BID OPENING Five bids were received by the date/time that bids were due in response to the Invitation for Bid Solicitation W912P923B0001 for Upper Mississippi River Restoration (UMRR) Habitat Restoration and Evaluation Program (HREP) Piasa and Eagle�s Nest Islands project. See attached Abstract of Bids. Apparent lowest bidder is Magruder Construction Co., Inc. However, all bids will be reviewed for responsiveness and contractor responsibility prior to determining the Awardee. An Award Notice will be posted on SAM.gov when an award is made as a result of this Solicitation.
