Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a sole source award for U.S. Army Medical Research and Development Command�s (USAMRDC), Combat Casualty Care Research Program (CCCRP) program office for a new contract with the Henry M. Jackson Foundation (HJF). The Government projects award within the next 30 days using fiscal year 2022 Army funds with a funds ceiling is $3M. �This sole source action is being authorized under the authority of �FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Services the MRDC CCCRP program office requires is the study of the medical care provided during large-scale combat operations. There is current DoD and Congressional interest in establishing bilateral partnerships between the US and Ukraine in support of improved trauma care and combat-related mental health care.� This will likely include efforts to collaborate on medical system development, mental health care and trauma-related research and education/training, as reflected by Section 777 of the House-passed version of FY23 NDAA.� Market research indicates that HJF is the only responsible source for these services due to the fact that they have existing partnerships and infrastructure already in place to provide key administrative and scientific support to several key military medicine activities and will allow the project to commence without delay.� HJF is already providing support to UKR through several activities including translating trauma curriculum and education resources, as well as mental health resources.�� HJF has also partnered with Global Surgery Management Group (GMSG) to support to a Visiting Surgeon Program in Lviv, Ukraine which has allowed USU Faculty and former military surgeons to travel to Ukraine and provide support to a key Ministry of Health evacuation hospital.� HJF has already established a working group to support future efforts in Ukraine that includes subject matter experts from Government, industry, non-governmental organizations and academia. Through a collaboration with Aspen Medical, a company with strong history of providing medical support to conflict areas, HJF has organized a team of over 20 subject matter experts in military medicine, trauma surgery, trauma systems, telemedicine, global/public health, medical planning, and medical logistics.� Many of these SMEs are prior military personnel that have provided direct medical care, advising and training support in Ukraine during the current conflict.� Additionally, industry partners currently conducting technology demonstrations in Ukraine, such as Thornhill Medical and Teladoc, are participating, along with non-governmental organizations (NGOs) like GMSG who are providing medical care and training within Ukraine.� These existing partnerships are why HJF is determined to be the only responsible source to accomplish this work. Any firm that has questions regarding this notice of intent are invited to submit written notification to the POC below NLT 12PM ET� 15 December 2022. No telephone questions will be accepted. Questions received will be reviewed and responded to; however; a determination by the Government not to compete the proposed requirement is solely within the discretion of the Government.
