- Small Businesses The solicitation will be total set-aside for small businesses. NAICS The small business size for the solicitation will be $25.5M under NAICS 541330 for Engineering Services, since the majority of work to be conducted is engineering based. Introduction: The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energy�s primary national laboratory for renewable energy and energy efficiency research and development.� NREL develops renewable energy and energy efficiency technologies and practices, advances related science and engineering, and transfers knowledge and innovations to address the nation�s energy and environment goals. The Alliance for Sustainable Energy, LLC (hereinafter called �Alliance�) has entered into Contract with the Department of Energy (hereinafter called ""DOE""), an agency of the U.S. Government (hereinafter called ""Government""), for the management and operation of the National Renewable Energy Laboratory (hereinafter called �NREL�). All references to ""NREL"" in this notice shall mean the Alliance for Sustainable Energy, LLC. Synopsis NREL intends to issue a Request for Proposals (RFP) within forty-five (45) days of this pre-solicitation notice on www.SAM.gov �for Architectural and Engineering Services. Offerors and/or teams will provide proposals for A/E services and qualification statements in the following disciplines: 1.� Architectural Services; 2.�� Civil Engineering; 3.�� Structural Engineering; 4.�� Mechanical Engineering; 5.�� Electrical Engineering. Proposals must provide evidence to NREL that services provided will be by licensed and qualified individuals in all five (5) disciplines listed above. Proposals that exclude one or more of the disciplines listed above will not be considered for award. NREL intends to award one (1) to eight (8) Task Ordering Agreements (TOAs). �Work effort will be evaluated by NREL for risk and awarded to the Offeror using the process most appropriate for the risk level of the work. Work considered low risk (i.e. sketches, independent calculations, testing, inspections, observations, code reviews, forensic analysis, cost estimates, professional opinions, etc.) will be awarded using a simplified task order process. Work considered high risk (i.e. title I and II designs and construction administration services) will most often be awarded using a competitive (amongst TOA holders) task order award process. Each of the awarded TOAs is expected to include one (1) twelve (12) month basic period with four (4) additional twelve (12) month option periods. A Task Ordering Agreement is similar to a BPA (Basic Purchase Agreement) or IDIQ (Indefinite Delivery/Indefinite Quantity) Contract. Historically, NREL has awarded individual task orders ranging from $20,000.00 to $250,000.00, with annual amounts ranging from $50,000.00 up to $500,000.00. No minimum level of funding is guaranteed at TOA award, as work and funding are committed at task order award. Location All required projects are located in the State of Colorado: Golden, Colorado Boulder, Colorado Denver, Colorado Lakewood, Colorado Additional Requirements will be specified in the upcoming RFP solicitation. �
