Description
The United States Agency for International Development (USAID) is seeking proposals to provide technical assistance and implement USAID/West Africa's Regional Peace and Governance Office ""Strengthening Regional Peace and Stability (SRPS) in West Africa Program"" as described in the attached Request for Proposals (RFP).� This is a full and open competition, under which all types of organizations are eligible to compete. In support of USAID's interest in expanding the number and sustainability of development partners, USAID/West Africa encourages proposals from U.S. small businesses and potential new and local partners as prime or subcontractors. USAID/West Africa anticipates awarding one Cost-Plus-Fixed-Fee (CPFF) completion type contract for an anticipated five-year period with a total estimated cost of $45 - $49.5 million, subject to the availability of funds. Offerors should not strive to meet the maximum amount; rather, Offerors should propose costs that are appropriate, realistic, and reasonable, and in accordance with the proposed approach for achieving results. The principal geographic code for the contract is 935 and the North American Industry Classification System (NAICS) Code is 541611. The procedures for ""contracting by negotiation, trade-off,"" as described in the federal Acquisition Regulation (FAR) Part 15 will apply in this procurement. Offerors are responsible for ensuring proposals are submitted in accordance with Section L of this RFP and received at USAID/West Africa (through specified email addresses) by the due date and time as specified on the Cover Letter. USAID requires that offers remain valid for a minimum of 180 days from the date of proposal submission. Questions and Proposals must be submitted only electronically via email on or before the due dates stipulated in the Cover Letter to Yves Kore (ykore@usaid.gov) and Samuel Nwanokwu (snwanokwu@usaid.gov) and copy Robert Ago-Josiah (ragojosiah@usaid.gov), Osei Asamoa-Bonsu (oasamoabonsu@usaid.gov), and Alex Larbie (alarbie@usaid.gov). This solicitation in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of Offerors' proposals.
