Description
PLEASE NOTE - Army Contracting Command-Rock Island's DoDAAC has changed from W52P1J to W519TC. The Sources Sought was posted using Notice ID W52P1J22R0072. Notice ID is now W519TC23R0002. The purpose of this notice is to synopsize the Heavy Lift 9 (HL9) requirement in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.207. Army Contracting Command - Rock Island (ACC-RI) intends to issue a solicitation for line haul, heavy lift, and personnel transportation services throughout the U.S. Central Command (CENTCOM) area of responsibility (AOR) in support of the 1st Sustainment Command (Theater) (TSC). It is estimated that solicitation number W519TC-23-R-0002 will be issued on or about 19 January 2023, however, this date is subject to change. Future notices, as applicable, will provide updates of the anticipated solicitation release date. ACC-RI intends to conduct a full and open, best value, Performance Price Tradeoff (PPT) with technical factors competition to award Firm-Fixed Price (FFP), Indefinite-Delivery-Indefinite-Quantity (IDIQ), Multiple Award Task Order Contracts (MATOC).� The Period of Performance (POP) will consist of three, one-year evaluated ordering periods as well as a six-month evaluated ordering period for a total POP of three years and six-months. The estimated milestone for contract award is June 2023. Successful Offeror(s) will be allowed up to 90 days to mobilize.� The successful Offeror(s) for this acquisition will be required to support the 1st TSC with commercial provided services that include all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform commercial line haul, heavy lift, and personnel transportation services as defined in the HL9 Performance Work Statement (PWS). The Contractors will provide commercial line haul transportation for the movement of equipment, cargo, and personnel within the CENTCOM AOR. All vehicles, associated equipment, and services provided shall be safely operated; shall meet the intended functions and operations of like new conditions; and be maintained IAW the PWS, the contract, local laws, and regulations. Trained, qualified, and properly licensed operators should be able to operate vehicles and equipment; properly secure loads per Army standards to transport loads quickly and safely as directed by the U.S. Government; recover disabled equipment and cargo; and repair/replace disabled equipment. A Sources Sought was issued to gauge the interest level of industry in fulfilling the requirements for HL9. The Sources Sought announcement was posted to www.sam.gov on 27 July 2022 for a statement of interest and capabilities brief. Additionally, a draft PWS was posted on 27 July 2022.� These postings will allow Contractors to become familiar with the scope, complexity, and nature of the requirements as well as to provide open communication and feedback on the requirements to the Government. A site visit will not be held for this solicitation. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government of an ultimate acquisition approach. This synopsis does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this notice.
