Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm Fixed Price sole-source delivery order under Basic Ordering Agreement (BOA) N00019-21-G-0012 with Bell Textron Inc. (BTI), Fort Worth, Texas 76118 for UH-1Y APR-39D(V)2 Retrofit A Kits,� associated spare Cable Assemblies, Program Management and Operations Support. The order will procure (79) UH-1Y APR-39D(V)2 Retrofit A kits, (79) associated Wire Bundles, and (266) associated Cable Assembly Spares. This order may include options, depending on manufacturing capacity.� � This requirement is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204 (a)(1), as implemented by FAR Part 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.�� BTI is the sole designer, developer and systems integrator of the H-1 series Helicopter.� As such, BTI is the only known responsible source with the knowledge, in-depth experience, technical data, tooling and test equipment required to perform this effort within the required schedule.� The Government does not currently own the technical data, nor possess the requisite license rights necessary to compete the UH-1Y APR-39DV(2) procurement. The estimated timeframe to qualify another source and develop the technical data for the requirements herein is eight (8) years based on historical UH-1Y/AH-1Z Upgrades data and, as such, an award to another source would result in an unacceptable delay in providing the supplies.
