Description
This is a Request for Information (RFI), as defined by FAR 15.21(e), issued by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) on behalf of Submarine Maintenance, Engineering, Planning, and Procurement (SUBMEPP) activity. It does not constitute a Request for Proposal (RFP), or a commitment by the U.S. Government, nor should it be construed as such. In accordance with Federal Acquisition Regulation (FAR) 52.215-3, the Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the FAR. Although ""proposal"" and ""offeror"" are used in this RFI, your response will be treated as information only and shall not be used as a proposal. This RFI is issued for the purpose of understanding the market availability of technical skills and knowledge required to implement business process functionality into Information Technology (IT) tools or applications as described in the draft Statement of Work (SOW), applicable Textbook clauses and draft Section L&M as attached to this posting. Note that this RFI has been posted in both Government Point of Entry (GPE) available to NUWCDIVNPT (https://govnxg.seaport.navy.mil/ and www.SAM.gov) for the purpose of determining the best vehicle for solicitation and contract award. BACKGROUND SUBMEPP activity has a requirement for development, configuration, and Information Technology System support services to enhance and maintain the existing Maintenance and Ship Work Planning version 3.0 (M&SWP 3.0) application. M&SWP Version 3.0 is comprised of a suite of configured Commercial-Off-the-Shelf (COTS) software applications. Siemens Teamcenter Product Lifecycle Management software is the main component application software of M&SWP 3.0, with eQ Technologic eQube-BI, eQube-MI, and Microsoft Sharepoint software applications. The Government would like to gauge industry's capability in developing, configuring, and providing Information Technology System support services to enhance and maintain the existing M&SWP 3.0 application in accordance with the tasking in the SOW. In order to maintain compatible operation and standardization with the current M&SWP 3.0 application, SUBMEPP requires that potential contractors work with Siemens Teamcenter and eQ Technologics expertise to be able to complete the tasking within the SOW. Responses to this RFI should be submitted via email to both the Primary and Secondary Point of Contact as listed on this posting, and received no later than the Response Date and Time as listed on this posting.� Responses to this RFI shall provide the following information: a) Company Name b) Telephone Number c) Email Address d) Point of Contact for further clarification or questions e) White paper in Microsoft Word 2016 compatible format, limited to ten (10) single-sided pages White papers can address either portions or all of the tasking in the attached draft SOW. At a minimum, responses should address the feasibility of the technical solutions and the Technology Readiness Level (TRL) of the solution(s) along with a description of how the offerer will meet the key personnel requirements of the attached draft Sections L&M. The Government is also interested in the cost for procurement of and developmental costs (if applicable) for solutions that require further development. DO NOT SUBMIT CLASSIFIED INFORMATION All deliverables under this potential award shall be submitted with either Government purpose rights or unlimited rights. Therefore, in response to this RFI, to the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. The Government shall not be liable for damages related to proprietary information that is not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Any information submitted by respondents to this request is strictly voluntary, and submission of information constitutes consent for that submission to be reviewed by Government personnel in consideration for applicability to other programs. Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted. In accordance with FAR 15.207, information received in response to an RFI�shall�be safeguarded adequately from unauthorized disclosure. Responses to the RFI will not be returned. ----------------------------------------------------------------------------------------------------------- Amendment 1 is issued to answer industry questions: Question 1�The information provided states the White papers can address either portions or all of the tasking in the attached draft SOW.� Do you prefer that this opportunity be responded to as a whole or are you willing to break this up into pieces? Answer 1�This RFI was posted to gauge market availability.� If a company can only respond to part of the SOW, and the requirement is not reduced between the RFI and the future solicitation, it would be expected that vendors subcontract to fill in their knowledge gaps. -----------------------------------------------------------------------------------------------------------
