- Description
- To facilitate market research, the Government is looking to identify qualified sources under the North American Industry Classification System (NAICS) 561210 Facilities Support Services for a requirement that is currently in the Small Business Administration (SBA) 8(a) Program. �If you have any comments or find any ambiguities, please provide your information and comment in your response to this notice.�� Since the Government anticipates a competitive 8(a) set-aside for this requirement, only capability statements from 8(a) contractors will be reviewed. �Responses are requested from qualified 8(a) companies.��The contractor must possess active Secret Facility Clearance, and contractor employees must have active Secret Security Clearances. The Pentagon Force Protection Agency (PFPA) is a civilian agency within the Department of Defense (DoD) charged with protecting and safeguarding DoD facilities, occupants, visitors, and infrastructure in the National Capital Region (NCR). Part of this critical mission is to screen inbound mail/parcels for Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) hazards, suspicious materials, and other security violations. The Contractor shall provide mail and parcel screening, transportation, and contingency operation services for select DoD facilities supported by PFPA. Screening operations shall be conducted by personnel wearing personal protective equipment (PPE) in a specialized facility designed to contain hazardous materials. Screening operations shall ensure mail/parcels are free of chemical, biological, radiological, nuclear, and explosive hazards, hoax/suspicious material, contraband, prohibited or illegal items, threatening or suspicious communication, classified or COMSEC mailing violations and other security violations before custody is transferred to follow-on recipients; mail/parcels discovered to contain these materials are considered �flagged� items.� The volume of mail is not expected to exceed 650,000 items. The volume of parcels is not expected to exceed 75,000 items during a 12-month period.� The Contractor is responsible for conducting routine business between the hours of 7:30 a.m. and 4:00 p.m., Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Washington Headquarters Services (WHS) Acquisition Directorate (AD) Enterprise Security and Services Division (ESSD) Security Branch (SEC) is issuing this notice to survey industry to see if qualified sources are available to provide these services in support of the PFPA CBRNE Protection Division (CPD). The attached Sources Sought Notice (in Section 4.0)�provides service requirement critical task areas pulled from the draft Performance Work Statement (PWS).� Please review the attached Sources Sought Notice carefully to ensure that instructions are followed.� Capability Statements are due to email address�whs.pentagon.ad.mbx.essd-security@mail.mil by 10:00 a.m. Eastern on February 3, 2023.
