Description
This is a SOURCES SOUGHT Market Survey.� The United States Army Contracting Command, Tenant Division, Facilities Branch is conducting a Sources Sought market survey to determine potential sources capable of fulfilling an Administrative Religious Education Coordinator Services contract in support of Aberdeen Proving Ground military religious and worship activities. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE (SAM.gov) FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. THERE IS NO SOLICATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does it issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. Place of Performance:� The work to be performed under this contract will be performed at Aberdeen Proving Ground (APG), Maryland.�� Required Capabilities: The U.S. Government is seeking sources sought survey to support a contract for Administrative Religious Education Coordinator in support of Aberdeen Proving Ground military religious education and worship activities. The purpose of this Sources Sought Survey is to identify sources that can: The Contractor will include in their proposal a written statement that demonstrates the proposed personnel�s ability to meet the below qualifications. �Demonstrate a familiarity with and a commitment to support the Christian Faith and practices and hold a Bachelor of Arts or Bachelor of Science degree in Religious Education or equivalent with a minimum of 2 years� experience in the areas of religious education coordination and teaching faith formation programs. The ability to communicate effectively with chaplains, volunteers (to include parents and youth), and government representatives in English orally and in written format (i.e., advertising and marketing, instructions, invoices, etc.). The ability to work with multiple congregations & faith groups. Effective interaction with individuals from different religious faith groups is imperative. Must be able to read, write and speak English fluently and clearly with excellent comprehension. Experience in military chapel programs is preferred as the position relates to interacting with military families and staff continuously. Be able to obtain a government issued Common Access Card (CAC) and base access. Experience in teaching, have excellent organization and planning skills, possess basic word-processing skills, Experience working in a military environment is preferred.� Contractor must be willing to work in a pluralistic environment where they may meet members from various faith groups and/or viewpoints. Contractor will be professional and not denigrate individuals with a different religious perspective or viewpoint. Contractor shall provide a resume indicting that is an ordained minister by the Christian Church prior to contract start of performance.� Background Checks Requirements for Administrative Coordinator Religious Education require a Tier 1 w/ SCHR (State Criminal History Repository. Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights. Specific Tasks: The contractor shall provide services for Administrative Coordinator Religious Education. The Contractor shall attend 100% of planning and coordination meetings and provide the necessary Administrative Religious Education Coordinator input for services, and shall attend planning and coordination meetings; attend 100% of meetings Hours of Operation: The contractor is responsible for conducting business, between the hours of 0830-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Secret Facility Clearance: The contractor shall possess and maintain a SECRET facility clearance from the Defense Security Service. The Contractor�s employees, performing work in support of this contract shall have been granted a SECRET security clearance from the Defense Industrial Security Clearance Office. The DD 254 Contract Security Classification Form must be processed after hiring. The Contractor will also provide all information required for background checks to meet installation-access requirements to be accomplished by the installation provost marshal office, director of emergency services, or security office, and comply with all personal identity verification requirements as directed by DOD, HQDA, and local policy. The contractor must be registered with System for Award Management (SAM). Contractors are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/portal/public/SAM. SUBMISSION DETAILS: If you or your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, CAGE Code and size and type of ownership for the organization. 2)� Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern; and 3) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver administrative capability, organizations should address the administrative and management structure of such arrangements. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Teddy T. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
