Description
DLA Aviation is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement. Sources Sought for Sustainment Engineering Support Services for the E-6B Program. Please Note: This Sources Sought Notice is for informational purposes only. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. PURPOSE: This Sources Sought Notice is issued as a means of conducting market research to determine if other companies, besides Boeing, can provide engineering support services for the E-6B Program and include access to all drawings and engineering knowledge for the entire aircraft. The proposed contract action is for engineering and logistics support services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to support the objectives by responding to this notice. All responses received by the notice response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is for information and planning purposes only and does not constitute a solicitation or commitment by the Government. The Government desires a provider to enter into a partnership to include demand/planning forecasting, engineering support, and sustainment elements, including but not limited to reliability improvements, field customer service/engineering support for the E-6B Bill of Materials (BOM) of parts. The contract is anticipated to be a Requirements-type, Firm Fixed Price Contract, for a five-year period. OBJECTIVES: The overarching objective of this acquisition is to provide sustaining engineering and logistics support services for the E-6B Program, which includes engineering knowledge and capability for the entire E-6B aircraft. The contractor shall manage the work effort identified in the SOW to ensure that metrics/outcomes are met. The contractor shall identify points of contact to serve as the Government focal point on all issues related to this effort. The contractor shall provide sustaining engineering services on all E-6B systems as delineated in the following paragraphs and in accordance with contract clause H-50. The contractor shall provide the following Field Service Engineering (FSE) and Field Service Representative (FSR) services on a recurring basis. This requirement will include the ability to simultaneously support both organizational level squadrons, two organic aircraft depot lines, one aircraft modification line and the associated supply chain management functions associated with these efforts.� This includes and is not limited to providing access to My Boeing Fleet, Field Service Engineering (FSE) Engineering Data, Boeing Field Service Engineers (FSEs), Boeing Field Service Representatives (FSRs), Logistics Management/Liaison to support E-6B FST/ISS logistics efforts.� The contractor shall participate in a DMSMS management program that includes an on-going review and identification of potential and actual systemic issues including, but not limited to, a reduction in component manufacturing and obsolescence. A complete obsolescence review will include assemblies, sub-assemblies, piece parts, and materials for aircraft and support equipment. DMSMS review includes, but is not limited to a reduction in component manufacturing/repair or obsolescence. RESPONSES: If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, cage code, email address, Web site address, telephone number, and size and type of ownership for the organization 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
