- Notice of Intent to Award Single Source: The Government intends to award a single source Firm-Fixed-Price contract to a single source, Williams Scotsman, Inc., in accordance with FAR 13.106-1(b)(1)(i) (only once source reasonable available). The contract will be for a 4 Month Portable Office Space and Furniture Lease with delivery, installation, and removal, in support of the Missile Defense Agency (MDA). Location: Joint Base Elmendorf-Richardson, Alaska (JBER) Period of Performance: 1 May 2023 through 31 August 2023 Service Description: The contractor shall provide portable office space (POS) and furnishings as follows: Three (3) 12 x 60 ft hard wall POS units and one (1) 24 x 70 ft double-wide hard wall POS unit. The units are required to be prewired to provide a minimum of twelve (12) grounded 120VAC electrical outlets to support a minimum 100A electrical service, have central power breaker systems, cable access pass-throughs, and comply with NEC Article 110.16. Each POS shall be prewired to accept external 240VAC single-phase electrical main power or commercial generator connection. Each POS shall have in-wall Cat5e (or better) 110-style punch down RJ-45 Keystone Ethernet data jacks that are configured to the T568B standard at the wall plate. The wall connector data jack inserts (with eight-conductor, 100? balanced and twisted-pair cabling) shall connect to a 110 to RJ-45 patch panel configured to the T568B standard. Both the wall plate data jacks and the patch panel must be labeled to identify signal mapping. All cabling will be Cat5e (or better) standard twisted pair cabling. Portable office space units shall have sufficient overhead lighting to provide illumination to all interior spaces, and switch control external lighting for nighttime operations. Each POS shall have adequate insulation to allow for comfortable conditions and must be equipped with air conditioning capable of maintaining the unit interior at approximately 50% relative humidity and an ambient temperature that is 11 degrees Celsius below the outside temperature when the outside temperature is 35 degrees Celsius. The contractor shall be able to respond within four (4) hours upon notification of air conditioning failure. Each POS shall be equipped with adequate heating to provide a comfortable working environment of approximately 20 degrees Celsius, and able to keep humidity between 30 � 50% (RH). The contractor shall be able to respond to notice of heating failure within eight (8) hours and repair or replace within twelve (12) hours of notice. The contractor shall be able to provide the required POS decks/steps, locks, safety devices, tables, chairs, refrigerators, microwaves, coffee makers, and trash cans. The contractor will be required to deliver, install, uninstall, and remove POS units. The removal will include cleanup related to the mobilization. This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a bid, proposal, or quotation, which will be considered by the Government. The Government will consider responses received before 2:30pm, Alaska Standard Time, on 23 January 2023. Information received will be considered only for the purpose of determining whether to conduct a full and open competition. The Government will not pay for any information received in response to this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Contractor Response Requirements: Contractors must include the following information: Points of contact, address, email addresses, and phone numbers; Identification as a large U.S. business, small U.S. business, or a foreign business (note: size standard for NAICS 531120 is $34,000,000.00); Identification of any other socioeconomic status: Women-Owned Small Business, Economically Disadvantage Small Business, 8(a), Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, or HUBZone; and UEI. In your response, you must address how your service meets the service description listed above. Responses are limited to 10 pages in Microsoft Word or Adobe Acrobat pdf formats.
