Description
NOTICE OF Request for Information RELEASE. This is a notice to announce that a Request for Information (RFI) has been issued through the Sensors, Communications, and Electronics Consortium (SCEC) for the�AERIAL COMMUNICATIONS RELAY PAYLOADS.�This notice and the associated RFI documents are issued according to the authority provided under 10 U.S.C. � 2371b, Other Transaction Authority. The current due date for the Request for Information is 11 January 2023 1400 Eastern Standard Time. OVERVIEW OF PROGRAM. The US Army C5ISR Center Research and Technology Integration (RTI) Directorate is looking to improve communications in non-line-of-sight (NLOS) environments using aerial relays. The need for reliable communications in NLOS environments is critical to enabling persistent situational awareness and data distribution to support decision dominance in multi-domain operations. The C5ISR Center views aerial relays as an important method to achieve this objective. For an aerial relay communications payload to be of practical widespread use it must have the flexibility to support the majority of current widely used tactical waveforms and be updatable to support emerging and future waveforms.� In addition, since there are multiple potential host air platforms that have widely different payload capacities, the communications payload must be small enough to be used on small platforms while having the configurability to take advantage of greater payload capacities to meet longer range requirements associated with larger platforms. C5ISR Center envisions this capability being achieved through a small form factor (SFF) software defined radio (SDR) that can modularly interface with different sized RF front-ends and antennas.� The SDR can potentially also have an integrated front-end to eliminate the need for this as a separate component on space-constrained platforms.� The SDR will be required to have the capability of storing a set of waveforms that could be loaded on-demand into memory or field programmable gate array (FPGA) based on mission needs.� To support waveforms from multiple vendors a government owned specification would be required and provided to waveform developers for appropriate waveform instantiation on the SDR platform.� This specification will document the technical specifications necessary to ensure waveform compatibility with the SDR. C5ISR Center is interested in receiving information from companies capable of developing a SFF SDR capable of providing the capability described above.� Companies that can provide SFF RF front-ends and/or antennas are also encouraged to reply.� C5ISR Center intends to use this information to inform a subsequent request for proposals (RFP) or other contract solicitation on the topic. HOW TO COMPETE.� Only members of the Sensors Communications and Electronics Consortium (SCEC) in good standing are eligible to participate in this opportunity.� Request for Information must be submitted through SCEC. Large and Small Business are eligible for SCEC membership and to compete for this opportunity. If interested in becoming an SCEC member, please visit the following link to the SCEC Website for membership and contact information WWW.SCECONSORTIUM.NET.� Copies of the solicitation documents are available upon request.�� NOTICE OF FOLLOW ON PRODUCTION OPPORTUNITY.� Following successful completion of the prototype project and subject to the availability of funds, the Government anticipates transition from this prototype project to a follow-on production/sole source FAR-based contract or Other Transaction Agreement. The Government intends for this prototype project to procure a hardware and software prototype. It is expected that the full hardware and software prototype will be delivered at the conclusion of the effort. However, it is anticipated that this effort may lead to a follow-on FAR-based contract or Other Transaction Agreement for integration with additional systems. The PPA will provide for potential award of a follow-on transaction (to the Sub-Awardee), without the use of competitive procedures, to procure additional usages for the software architecture. The follow-on contract(s) or transaction(s) may be awarded to Sub-Awardee(s) that successfully and fully completed the prototype project. In sum, this RFWP may be the only opportunity that an interested entity will have to compete for this requirement for several years.� The Government encourages all interested firms to pursue this prototype project opportunity.
