- USCG Base Alameda, ISD-DCI IPN Alameda has concerns over the functionality of the HVAC systems after several high temperature events were experienced the past year. Base Alameda FE department does not have the technical expertise to troubleshoot to the detail necessary, requiring outside contractor support.� Four Carrier model package cooling units, were installed in 2007 and are resting on a concrete pad at ground level. Each of the two buildings are equipped with a leadnag HVAC controller and thermostat that controls each building's pair of units. Each building has one set of supply and return ductwork, which is shared by the two units servicing each building, with a pair of motorized dampers that close when the unit is not in operation. The HVAC contractor must be able to ensure proper operation of the economizer and supply motorized dampers, verify the setpoints of the economizer, verify that each stage of the Carrier units are operating at peak performance, and ensure the HVAC controller is correctly communicating with each Carrier unit.� The HVAC contractor shall troubleshoot the four package units serving Bldg#5 & 5A and:� -�� �Verify the proper operation of each HVAC unit's economizer dampers by exercising them to ensure they close and open fully.� -�� �Record and report the temp/dew point setting are the economizer dampers are set to open, supplying outside air to the data floor� -�� �Verify proper operation of each HVAC unit's motorized supply dampers by exercising them to ensure they close completely when the unit is not in operation and open fully when the unit is in operation.� -�� �Verify that each of the HVAC unit's two compressor stages are operating at peak performance by ensuring they are charged to the factory parameters. Provide the factory charging chart with illustrations or other documentation to indicate where each compressor stage fell on the charge curve.� -�� �Also provide the temperature difference across the evaporator coil for each cooling stage while in operation.� -�� �Manually cycle each HVAC unit through its stages of economizer, stage 1 cooling, and stage 2 cooling to ensure proper functionality� *Note - No repairs are to be included within this scope*� Please see attached Statement of Work for additional details. The Period of Performance for this contract is from Date of Award - MARCH 2023.� Include Unique Entity Identifier.� No restrictions on submission format. Award will be Firm, Fixed Price and will be made to the Offeror submitting the lowest price quotation that meets the Government's requirements as described in the Statement of Work.� Award will be made IAW the attached provisions and clauses.
