- Description
- The Federal Bureau of Prisons, United States Medical Center for Federal Prisoners Springfield, Missouri intends to make an award to a responsible offeror for the provision of Bio-Medical Waste Removal at the United States Medical Center for Federal Prisoners (herein after referred to as USMCFP) Springfield, Missouri. The contract type is an indefinite delivery/requirements contract with firm fixed unit prices. The contract�period shall consist of a base period from the effective date of award (intended to be April 1, 2023) through 12 months, and One (1), one-year option period for renewal at the discretion of the Government. The USMCFP Springfield is seeking a contractor to properly remove and dispose of biomedical waste, trace chemotherapy waste,�and pharmaceutical waste material. The Contractor shall perform required disposal or thermal destruction of waste at approved incineration facilities as required by all Federal, State and local regulations including but not limited to the Missouri Department of Natural Resources (DNR).� Biomedical waste is the significant majority of the requirement. The Contractor shall furnish all approved containers�except sharps containers which the USMCFP self-supplies and places in the red bag waste. Containers shall be red, reusable plastic tubs with lid, liners, and tape overall dimensions of tubs with lids not to exceed (24 x 24 x 24 inches). Removal shall be in approved containers and vehicles operated by licensed personnel as required by law. The Contractor will leave ample amount of tubs and lids for exchange upon request. This includes providing properly sanitized tubs, lids, and liners. Disposal charge does not include the weight of the reusable tubs or lids. The estimated maximum is 165,000 pounds a year. Note, the USMCFP has recently been generating about half of that amount. Only the actual biomedical waste picked up will be invoiced.�� Pickup shall be performed on Monday, Wednesday, and Friday of each week any other days and/or times will have to be mutually agreed upon by the Contractor and the Government. There will be no pickups on federal holidays. Pickups scheduled for federal holidays may be rescheduled. NOTE: Three pickups will be required each week. Time of pickups will be from 7:30 a.m. to 10:30 a.m. or 11:30 a.m. to 2:30 p.m. The pickup site is located outside the secured perimeter near the West Gate of USMCFP Springfield. Another included requirement is removal and disposal of trace chemotherapy waste. This is minimal (less than12 bags a year) at this time but may increase. Similar to the�biomedical waste removal services, Contractor to provide appropriate (yellow) bags and containers.� Service to be performed in accordance with all Federal, EPA, State, and Local Laws and Regulation. Pharmaceutical Hazardous Waste Disposal�is the final included requirement line item. Specifically, removal of Coumadin packaging generated on nursing units following administration to the patient population. Coumadin package waste will be placed in appropriate waste container at the administration site. These containers shall be picked up as required to ensure onsite storage is less than 2.2 pounds of pharmaceutical waste. This is needed an estimated 3 pickups a year. The contractor shall perform thermal destruction of infectious waste in environmentally approved incineration facilities or destruction as required by the DNR. Verification of disposal by manifest control records is required. The services to be performed in accordance with all Federal, EPA, State, and Local Laws and Regulation. The solicitation will be available on or about February 1, 2023 and will be distributed solely through the General Services Administration's Contract Opportunities website at beta.sam.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up to date information about this solicitation. All questions regarding this solicitation must be submitted, in writing, to the listed government point of contact no later than 10:00 a.m. CST on Friday, February 3, 2023. Hard copies of the solicitation will not be available. The anticipated date for receipt of quotations is on or about Friday, February 17, 2023. Payments will be made using Electronic Funds Transfer (EFT). All offerors must be actively registered in the Systems for Award Management (SAM) database prior to the date of receipt of quotations, award, during performance, and through final payment of any contract resulting from this solicitation. Offerors may obtain information on registration and annual confirmation requirements at sam.gov.
