- This presolicitation notice is being posted to the Governmentwide point of entry (GPE) website, https://www.SAM.gov in accordance with Federal Acquisition Regulation (FAR) 5.204, Presolicitaton Notices.� This presolicitation notice is prepared in accordance with FAR 36.213-2(b). The Government has a need for a Multiple Award Task Order Contract (MATOC). It is the Government�s intent to award multiple firm-fixed-price, indefinite-delivery indefinite-quantity (IDIQ) task order contracts in accordance with the procedures of FAR Part 15 (Contracting by Negotiation) and FAR Part 36 (Construction and Architect-Engineer Contracts). The Maximum Ordering Limit is $9,944,100.00 (the total maximum amount of all awarded task orders between all awarded contracts shall not exceed $9,944,100.00). Task Orders may range in value from $2,000 to $1,000,000. It is anticipated that there will be three (3) seed projects that will be part of the initial procurement.. As further task order requirements are defined, task orders will be issued competitively among all awarded MATOC contractors. It is anticipated that the MATOC will be for a 5 year period, one (1) base year and four (4) one-year option periods, which will be exercised at the Government�s discretion annually. This award will be restricted to small businesses and is being issued as 100% Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code 236220 � Commercial and Institutional Building Construction, with a corresponding size standard of $39.5M.� You are considered a small business concern if your company averaged $39.5 million or less in average annual receipts for your last three completed fiscal years.� The Product and Service Code (PSC) for this procurement is Z1JZ (Maintenance of Miscellaneous Buildings).�� A description of requirements is as follows: The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Eastern Region (ER) requires all task orders issued under this contract for general facilities construction services to be in support of various National Weather Forecast Offices (WFOs) and remote Weather Observation locations throughout the following 11 states: Massachusetts, Maine, New Jersey, New York, North Carolina, Ohio, Pennsylvania, South Carolina, Vermont, Virginia and West Virginia. The work could include, but will not be limited to, various types of general construction and construction related tasks.� Performance is required at various locations; the place(s) of acceptance are to be determined on a task order basis to include Massachusetts, Maine, New Jersey, New York, North Carolina, Ohio, Pennsylvania, South Carolina, Vermont, Virginia and West Virginia.� The Contract Base Period of Performance (POP) will be from the date of award through five (5) years. The estimated contract completion will be in 2028.
