Description
This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources and obtaining information. It does not constitute a Request for Proposals (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately through beta.sam.gov. Information on the specific topics of interest is provided in the following sections of this announcement. Neither the Defense Health Agency (DHA) nor any other part of the Federal government will be responsible for any cost incurred by responders in furnishing this information. The purpose of this RFI is to obtain information in support of DHAs Nutrition Management Information System (NMIS). NMIS supports the DHAs patient care mission by enabling safe therapeutic feeding and dining facility feeding operations at 38 military medical treatment facilities. Currently, the NMIS application is regionally hosted with local customization. The current hosting solution does not fully meet all business capability needs is costly to sustain. To identify solutions that address these problems, DHA requires information on vendors capability to provide a centralized (ideally cloud-ready), standardized, application that enables a degree of local customization and reduces sustainment costs. The solution must be configurable without requiring modification of the application. In addition, the solution must also be compatible with the current HL7 interface and must be able to meet all functional requirements as well as Department of Defense (DoD) cybersecurity requirements. The Nutrition Management Information System is the Military Health Systems (MHS) automated solution used by military hospital staff (diet clerks, dieticians, menu planners, dining facility cooks, inventory/orders clerks, cost accountants). Hospital staff retrieve, input, and save production and patient data to the database through the commercial off-the-shelf applications graphical user interface. The system has an HL7 interface with the MHS electronic health record (MHS GENESIS) to provide data on patient demographics, diagnosis, and allergy information. Required capabilities for the application include: Menu planning, purchasing, inventory, production, nutrient analysis, recipe management, forecasting, food and labor costing, and nutrient labeling capabilities. Tracking patient, resident, or client demographics, acuity levels, diet orders, weight history, as well as any likes, dislikes, or allergies. Advancing and automating the process of diet order entry for a patients future meals. Tracking meal counts, patient and guest tray delivery and production flow using tablets and barcodes. Creating and reviewing requisitions via a mobile device and updating inventory levels automatically. Displaying menus on smartphones, tablets, and laptops along with nutritional content of food choices and possible allergens associated with items. Ability to save patient lists and quickly access and use again for meal entry Allowing staff to take bedside patient meal orders using a tablet and flag selections for likes, dislikes, and allergies with on-the-spot updating of staff notes, and immediately display meal nutrient content as choices are made. Nutrition Food Labeling: Printing labels and placards with food nutrient content Displaying items ingredients and associated allergens Compliance with FDAs Code of Federal Regulations Managing real-time tray delivery and retrieval of patient and guest meals using barcode scanner to ensure the right meals are delivered
