Description
This is a sources sought synopsis for the General Services Administration, Public Buildings Service, Region 8, Mountain Plains Service Center (GSA). This is not a solicitation announcement, and there is no request for proposal or related documents. This synopsis is exclusively for market research to determine the interest of qualified small business sources. Information gathered from market research may be used to assess the competitive environment, method of solicitation, type of contract, content of the solicitation, and for other planning purposes. Contract Type: The anticipated type of contract is a firm-fixed price, indefinite-delivery, indefinite-quantity (IDIQ) type contract with a five year base period. The Government anticipates award of a contract to one IDIQ awardee. The IDIQ contract is projected to have a combined maximum aggregate value of $10,000,000. The minimum order limit for the contract is expected to be $2,000. The expected maximum order limit forn the contract is $250,000. The majority of task orders are expected to be between $2,000 and $25,000. The anticipated minimum guarantee for the IDIQ is $2,000.� � NAICS: The NAICS code for the procurement is 236220, Commercial and Institutional Building Construction with a size standard of $36.5 million. Subcontracting: In accordance with FAR 52.219-14, contractors must perform at least 15 percent of the cost of individual task orders under the IDIQ contract. Set-Aside: The Government intends to set aside the requirement for small business concerns. Anticipated Scope of IDIQ: The scope of the IDIQ will require small project delivery of repairs, alterations, and renovations estimated to be between approximately $2,000 and $25,000. Individual task orders may exceed $25,000 but will not exceed $250,000. Contractors will be responsible for responding to task orders to deliver projects at Federal buildings across the state of Wyoming. Contractors may be required to provide shop drawings, product specifications / data, equipment specifications, and material data sheets. Work under this contract may include, but is not limited to, mechanical, electrical, plumbing, structural, roofing, building renovations, demolition, concrete, fire/life safety systems,abatement of asbestos, remediation of mold, painting, carpet installation, interior and exterior finishes, and drywall. Contractors must provide all management, supervision, labor, materials, equipment, transportation, disposal, tools, and coordination. The pricing will be based off of RS Means. The buildings are in Cheyenne, and Casper Wyoming. Purpose of IDIQ: GSA has a bona fide need for the proposed IDIQ contracting vehicle to streamline small project delivery. Data shows that GSA, Region 8 has historically put in place 20-25 contracts annually to perform minor alterations and repairs. GSA also executes contract actions for a large quantity of reimbursable work authorizations annually for small project delivery of minor alterations, repairs, and renovations. The proposed IDIQ contract will allow GSA to provide a faster response and improve the overall operational readiness for buildings. Substantial benefits of the IDIQ contract would include quality improvements, reduction in acquisition cycle times, improved competition, and better responsiveness to Government requirements. Small businesses are invited to provide input concerning the proposed consolidation. Please limit feedback to no more than 3 standard size pages (8.5""x11"" document with one inch margins). Please limit information to no more than 3 standard size pages. Note: Any proprietary information submitted in response must be clearly marked. Other Information: If a solicitation is released for the need described above, then all interested firms will be required to register in the Government's System for Award Management (SAM).This request for information shall not be construed as a request for proposal nor as a commitment by the Government. Information is to be provided on a voluntary basis. No reimbursement of direct or indirect costs or charges, including postage and shipping, or any other costs will be made as a result of the submission of information.
