- ADVANCED NOTICE � �EXPEDITIONARY MISSIONS CONSORTIUM MODEL OTA�� PIIN: N0016423SNB26 FSC: AC11/AC12/AC13/AC31/AC32/AC33 � NAICS: 541715 Estimated RFS Closing Date: 15MAR2023 The Naval Surface Warfare Center, Crane Division (NSWC Crane) located in Crane, Indiana, is issuing this advanced notice announcement to notify Industry partners of its intent to competitively seek Consortium Management of a multiple year Other Transaction (OT) agreement for other transactions authorized under 10 U.S.C. �� 4021-4022 (previously 2371 and 2371(b)) for prototype projects and basic, applied, or advanced research projects in support of Expeditionary Missions.� The consortium will address topics related to current and future security threats in the Power & Energy, Specialized Munitions, Weapon Systems, System Integration, ISR, Integrated Software, Command, Control, Communications (C3), Cybersecurity, and Electro-Optics environments.� United States leadership in Expeditionary Warfare Technologies is critical to military dominance and economic sovereignty. Loss of this leadership position threatens U.S. ability to deter adversaries and prevail in conflict. The resultant OT will seek to establish a multiple year OT agreement in accordance with 10 U.S.C. �� 4021-4022 in order to advance innovation, leverage emerging technologies, and enhance the DOD's Expeditionary Warfare Technology. NSWC Crane�s objectives in establishing the OT agreement via consortium model include: (1) developing a relationship with industry and academia to establish streamlined processes for obtaining prototypes and research; (2) establishing an agile and collaborative working relationship amongst the Government and academia/industry; (3) establishing a consortium comprised of entities possessing significant research and prototype capabilities to meet Government needs associated with the Expeditionary Technology Focus Areas (attachment); (4) provide services such as attracting, vetting, selecting, and retaining members relevant to the Expeditionary Technology Focus Areas (attachment) Offerors may submit comments/questions concerning this OT requirement, either technical or procedural, to the below email address. The Government may or may not respond to any and all comments/questions.
