- This is a Pre-Solicitation Notice for a full and open competitive requirement. This is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC) intends to competitively procure services for the planning, designing, developing, and delivering of a sustainable emergency preparedness and response leadership training program to the Center for Preparedness and Response (CPR) and Division of State and Local Readiness (DSLR). Support shall include the writing and creation of the program's core content, curricula, vocabulary, strategy, and other releveant learning content specific to emergency preparedness and response, emergency management, and leadership frameworks during times of crisis and change. The creation of the new course curriculum must align with training materials developed by funding provided to the Association of State and Territorial Health Officials (ASTHO) via Cooperative Agreement 1802, which shall include program goals and objectives, instructional strategy, course descriptions, course content, training materials, logistics, assessments, course evaluations, and a strategy to evaluate program effectiveness.� A twelve (12) month firm-fixed price contract is anticipated. No option periods are expected to be included at this time.�Award will be made using a best-value trade-off approach, where technical criteria and past performance will be more important than price. The Government will release the solicitation, including any subsequent amendments, on SAM.gov.�The government anticipates the solicitation will be available 7-15 days from the date of this notice, with an anticipated closing date/proposal due date of roughly 20 days from the date of release of the solicitation. No telephone or written requests for the solicitation will be accepted. Amendments to the solicitation, if issued, will be posted to the same website. After solicitation release, vendors should regularly access the website to ensure they have all of the amendments. The information provided in this Pre-Solicitation Notice is for information purposes only. If there are any differences in the information provided here and the actual solicitation when released, the information provided in the actual solicitation shall govern.�Vendors are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback with respect to any information submitted.
