- Sources Sought Replace Uninterrupted Power Supplies (UPS) Batteries for the Minneapolis VA Health Care System NAICS Code: 335910 (Formerly known as NAICS Code 335911) Sources Sought Number: 36C26323Q0250 Notice Type: Sources Sought This is a Request for Information (RFI) only; it is not a request for quotations or offers. 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of Replace UPS Batteries as indicated below at the Minneapolis VA Healthcare System located at One Veterans Drive, Minneapolis, MN 55417. See attached DRAFT Specification Statement of Work This is a request for information and sources only, which may or may not lead to a future solicitation. This is not a request for proposal (RFP). The VA will not pay for any information received resulting from this sources sought notice. Information should be forwarded to the Contract Specialist. Any questions should be addressed to the Contract Specialist, in writing, at the email address provided. Because this is a request for information only, answers to questions will not be posted. If your organization has the capability to provide these supplies/services and is interested in this opportunity, please respond to Diana Valdez, Contract Specialist, Network 23 Contracting Office (NCO23), 4801 Veterans Drive St. Cloud, MN 56303 or via e-mail at Diana.Valdez2@va.gov. Socioeconomic status of your company/entity. If applicable - GSA/FSS/ECAT/NASA SEWP contract number that these products or services are available under. Product information/specifications of the systems that you can provide that meet the requirements of the DRAFT Specification- Statement of Work. Proof of Authorized Distributorship for any product that is not manufactured by your company/entity. **Please note that the government will not accept any gray market items. Manufacturing Information of the product that your company/entity can provide to include: Country of Origin (example: Made in the USA), Manufacturer Name, Address, and SAM UEI Number. DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The deadline for this information is 11:00 AM Central Time on, Tuesday, January 17, 2023. GREY MARKET ITEMS: The Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that the OEM warranty and service are provided and maintained by the OEM. The vendor shall provide new items ONLY; no remanufactured or ""grey market"" items. All items must be covered by the manufacturer's warranty. The offeror shall provide evidence of its authority to distribute the proposed equipment/system at the time of submission of its quote/offer. Please note that such evidence is subject to verification by the Contracting Officer at his/her discretion. Statement of Work Minneapolis Veteran Affairs Health Care System Replace UPS Batteries BNOE Introduction: Two Uninterrupted Power Supplies (UPS) located in Bldg 222 need to have their batteries replaced. Objectives: Replace batteries before UPS fails to provide sufficient back up power to the facility. One on site assessment is authorized in order to evaluate the work to be performed and provide the most accurate price quote. Assessment must be completed prior to the closing date of the solicitation Statement of Work: Contactor will install batteries in the following UPS units located in Bldg 222: Replace 36 batteries in Emerson 50 KVA UPS Serial number M16MUS0005 Battery specification: Enersys 12HX150-E or equivalent batteries Replace 24 batteries in Liebert 40 KVA UPS Serial Number M18MZB0037 Battery specification: CSB HRL12200WFR or equivalent batteries. Contractor will supply all tools, materials and labor to replace all the batteries. New batteries will have a minimum of three year warranty. Contractor is responsible for the removal and disposition of the old batteries in accordance with all local, state and federal laws. New batteries will meet or exceed the UPS manufacturers specifications. Once batteries are installed, Contractor will test UPS for proper operation before leaving the work site. New batteries can be drop shipped to: One Veterans Drive, Minneapolis, MN 55417. Once received, the MVAHCS will move batteries over to Bldg 222. Project Deducts: None. Expected Asbestos or Lead: Not applicable Working hours: Anticipated hours of work will be Monday through Friday from 7:am 5:00 pm. Additional hours must be coordinated through the facility POC. Work will not be performed on weekends or federal holidays. Observed Federal Holidays: Columbus Day Veteran s Day Thanksgiving Day Christmas Day New Year s Day Martin Luther King Birthday Washington s Birthday Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veteran s Day Thanksgiving Day Christmas Day Submittals: Battery specifications References: Safety: Contractor is responsible for maintaining a safe working environment for their employees as well as the MVAHACS Staff. Work areas will be kept cleaned throughout the day and all trash and demolished materials properly disposed of daily. Appropriate Personnel Protective Equipment will be worn while performing work on the VA Campus. Security: Contract personnel need to obtain a vendor s badge form VA Security located at the outpatient entrance security desk. A valid government issued form of identification will be required to receive a badge. A charge of $25 will be assessed for any badges that are not returned at the completion of the project Contractor s Technicians are required to check in with the facility POC upon arrival at facility to obtain access and any additional instructions, task explanations and project location information. Daily performance log sheets are required to be submitted to the CO and facility POC daily. Parking/Storage: Parking is available in parking lots 11, 43A and 43B for vehicles (automobiles and Pickup trucks). Larger vehicles, equipment, job site trailers or storage containers must utilize parking lot 43A only. Contractor s contact information (name and phone number) is required to be displayed on all vehicles, equipment, trailers or containers that are stored overnight at the MVAHCS. Dropping off tools and materials at the loading dock is permitted but no parking is allowed in the loading dock area. Unattended vehicles in unauthorized parking areas will be ticketed by MVAHCS Police. END
