- DRAFT Solicitation:� NO SOLICITATION EXISTS�� This is a DRAFT Solicitation:� NO PROPOSALS ARE TO BE SUBMITTED.� This is for Market Research purposes ONLY.� ACC-APG Huachuca Division is issuing this Draft Solicitation. The government is seeking feedback from industry on the contents of this solicitation.� The government is asking for questions in writing.� This notice does not constitute a request for proposal, request for quote or invitation to bid.� Some of the documents are not complete and will be updated as appropriate.� SUBMISSION REQUIREMENTS:� No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.� No telephone calls requesting a solicitation package will be accepted because there is no solicitation.� In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the Technical Point of Contact (TPOC) will not be provided and no appointments for presentations will be made. Do not submit any pricing information.� Responses shall be submitted by 11:00 A.M. Arizona Time, 03 February 2023.� All questions must be submitted in writing to Michael Cunningham at michael.t.cunningham44.civ@army.mil, No telephone calls will be accepted.��� Disclaimer and Important Note.� This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.� The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.� Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work.� Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� Some of the Annex�s, TEs, and attachments are not complete. The Solicitation and attached requirements are subject to change upon publication of the final solicitation. The Following draft documents are currently not included in this notice or are provided as rough drafts pending additional refinement as noted.� Documents not provided or documents pending further refinement will be provided at a later date via amendment to this notice: Documents not yet provided: Annex R - 502 Water Services.� Note: Annex R Water Services information is currently located in Annex J Section 2.2.3 Water Distribution Systems. This will be removed from Annex J and provided separately as Annex R. Technical Exhibit 1 Attachment 3 � Staffing Matrix Attachment 9 � Pricing Matrix � LCAT Worksheet Attachment 13 � FH 710-1 Hazardous Control Center Documents provided as rough drafts pending further refinement: Annex P - 400 Facilities Engineering Services Management Annex S - 504 Other Utility Services Confidentiality.�� No proprietary, classified, confidential, or sensitive information should be included in your response.� The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).� ������� Areas to Consider.� The government is considering setting aside this solicitation for Service-Disabled Veteran Owned Small Businesses.� Are there questions with this approach.� Please�note�that�under�a Small-Business Set-Aside, in�accordance�with�FAR�52.219-14,�the�small business prime�must�perform at least�50%�of�the�work�themselves�in terms�of�the�cost�of�performance.� Is there sufficient detail in the Annex�s and Solicitation Documents to construct a proposal?. After looking at the solicitation and associated documents what concerns do you have with the requirements documents?� What if anything would you like to see changed.� What information needs more clarification.� Any questions or clarification needed with either sections L&M of the solicitation?
