- Synopsis Notice to Sole Source: NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR NOVEL RESEARCH INTO SURFACE WATER DROPLET SIZE DISTRIBUTION (DSD) INSTRUMENT EVALUATION The Bureau of Safety and Environmental Enforcement (BSEE), pursuant to Federal Acquisition Regulation (FAR) 6.302-1(a)(2), intends to issue a sole source contract to the New Jersey Institute of Technology (NJIT), for Surface Water Droplet Size Distribution (DSD) Instrument Evaluation. The Government of Canada, through the Multi-Partner Research Initiative (MPRI) program, is sponsoring a unique experimental field trial that will involve the controlled release of oil in the North Atlantic Ocean off the coast of Labrador, Canada, with the intent of conducting research on the use of dispersants and associated innovative technologies to monitor the dispersed oil. The field trial is scheduled for August 2023. BSEE is one of four (4) US agencies the Government of Canada contacted to participate in this opportunity. BSEE's objective for this project is to test several types of sensors to detect the Droplet Size Distribution (DSD) that results from the use of dispersants on surface oil slicks. Specifically, the effort will validate the accuracy of measurement of droplet size detection for a laser in-situ scattering and transmissometry probe and a towed silhouette camera. Additionally, this effort will evaluate these instruments as part of the overall experimental work supporting the MPRI Canadian Dispersant (CADIS) field trial. The MPRI program is chartered by Natural Resources Canada (NRCan) - a Canadian environmental agency. In order to facilitate this multi-national project, and associated funding from multiple international research teams, NRCan has hired NJIT to serve as the ""Dispersant Field Trials Project Team Leader"" for this. All underlying research initiatives on the CADIS field trial must be directed through the Principal Investigator at NJIT. This is a condition of being able to participate in the offshore field experiment. Therefore, this acquisition will result in a sole source contract to NJIT in accordance with FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. PLEASE NOTE: This notice is not a request for proposal (RFP). However, any firm that believes itself capable of meeting the requirement described herein may submit a capability statement or quotation which may be considered if received by the agency by 5:00pm Eastern Time on 2 February 2023. All submissions in response to this notice must be submitted in writing via email to the Contracting Officer at david.villani@bsee.gov with the number of this notice (DOIEFBO230004) on the subject line. A determination by the Government not to compete the Government's requirements described in this notice is solely within the discretion of the Government.
