Pre � Solicitation/Special Notice Bidders Inquiry W912BV23Q0004 This is a notice of intent that the U.S. Army Corps of Engineers, Southwestern Division (SWD), Tulsa District (SWT) intends award a sole source commercial supply purchase order to National Institute of Building Sciences for a five-year web-based subscription, for customer service, used by USACE Tulsa District for required Bidders Inquiry. USACE Regulation. No. 1110-1-8159 (1 January 2015), The use of DrChecks is mandatory for all military and civil projects requiring the established design review process. SWT�s requirement includes: This purchase will be for a five-year (Base plus four option years) subscriptions of the Bidder�s Inquiry System. The Federal Acquisition Regulation allows for the submission of capability statements from prospective offerors to show interest which shall be considered by the Tulsa District, U.S. Army Corps of Engineers. This is not a request for capability statements or quotes.� However, the Tulsa District, U.S. Army Corps of Engineers will consider any capability statements or quotes submitted by all responsible sources. Depending on the evaluation result of the capability statements, the Contracting Officer will determine whether this sole source action is justified or a solicitation should be issued to interested firms. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. If potential offerors choose to submit information, past performance and references regarding capability to perform these services must be provided along with the statement of capability.� The Government will not award a contract based on the information received, nor reimburse participants for information they provide.� Information provided is strictly voluntary.� Please email capability statements or quotes to kassandra.m.hicks@usace.army.mil. No later than 2:00 PM 22 Feb 2023. ��
