- Notice of Intent NAICS Code: 541519 Other Computer Related Services. The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current Information Technology Solutions - Business Information Strategic Support (ITS-BISS) III contract EP-W-17-021, as described below. The US Environmental Protection Agency�s (EPA) Office of Environmental Information (OEI) as well as EPA�s National Program, Administrative, Reginal and Field Offices, have a requirement for Information Technology Information Management (ITIM) technical and professional support services. These requirements are currently being performed under multiple task orders under EP-W-17-021.� This contract provides EPA OEI as well as EPA�s National Program, Administrative, Reginal and Field Office with the following ITIM technical and professional support services: Core ITIM services such as Policy, Planning, Information Security, Investment Management, Enterprise Architecture, IT Architecture, Program Management, and Project Management ITIM support services such as Training, Human Capital Management, and Communication Support Independent Assessments and Support Services including Risk Assessment Support and Independent Verification and Validation. Absence in this section of a specific mention of category service does not necessarily mean that such service cannot be provided by this contract. The current contract, EP-W-17-021, period of performance was extended for six (6) months from July 24, 2022 to January 24, 2023 via Far Clause 52.217-8�Option to Extend Services. The Government intends to compete, negotiate, and award follow-on contract task orders utilizing General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) in accordance with the Federal Acquisitions Regulation (FAR). However, due to delays in the acquisition process, the contract task orders for follow on services will not be awarded prior to the current expiration date of January 24, 2023. Since the services of the contract are critical and cannot lapse, the EPA must extend the period of performance of the current contract for an additional three (3) months to allow time for the new follow-on contract task orders to be awarded. The EPA intends to negotiate this period of performance extension on a sole source basis. The Government is not stating that there are no other contractors who can provide ITIM technical and professional support services.� The Government understands that there are other companies that provide similar operations and maintenance support services.� The Government is instead saying that considering the short period of performance contemplated within this extension and that the follow-on contract task order awards will be competed amongst eligible, qualified companies, that no other contractors could transition this workload from Project Performance Company, LLC., and efficiently continue performance without potential reduced services, increased costs, and unnecessary risks to the Government.� This three (3) month extension of services is not an attempt by the Government to limit competition to the incumbent contractor but to provide additional time to compete, negotiate, and award the follow-on contract task orders.�� In accordance with FAR Part 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. The contracting officer has determined that the services performed under EP-W-17-021 are commercial, therefore this notice will be posted for 5 calendar days. The intent of this notice alerts the vendor community to the extension of contract, EP-W-17-021, and the upcoming opportunity for competition of this opportunity. This notification alerts all vendors to this action and to determine if any other source (s) exist; and, therefore, no solicitation is available. A determination by the Government not to compete this proposed contract extension based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether competition is viable.
