- Description
- This is a Sources Sought Notice.� This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this notice is to identify potential offerors for market research purposes.� This announcement is for the information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Systems Command (NAVFAC) Far East, implied or otherwise, to issue a solicitation or ultimately award a contract.� An award will not be made on offerers received in response to this notice.� The Government is not responsible for the cost associated with any effort expended in responding to this notice. NAVFAC Far East intends to award a sole source bridge contract to JFE-K Ryukyu Logistic JV, 3 Bentencho, Tsurumi-Ku, Yokohama, Kanagawa, 230-0044, Japan. The Firm Fixed Price contract will be for a period of up to six (6) months from 17 February 2023 through 16 August 2023 to provide Collection, Holding, Transfer and Treatment of Black and Gray Wastewater; Treatment and/or Disposal of Oily Waste Water; and Used Oil Fuel Recycling Services for Commander Fleet Activities, Okinawa (CFAO) Japan. Please see the attached for a draft Performance Work Statement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement using the attached Contractor Information Form by 26 January 2023, by close of business Japan Standard Time (JST). This notice of intent is not a request for competitive proposals. All capability statements received by 26 January 2023 by close of business JST will be considered by the Government. Capability statements shall include confirmation of applicable license/permits and ability to mobilize and perform service by 17 February 2023.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties are advised that the resultant contract will be awarded and performed in its entirety in the country of Japan.� Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract.� Interested parties will be required to provide verification on required license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer.
