Request for Information (RFI) Civilian Mariner (CIVMAR) Resiliency Training The Military Sealift Command (MSC) Total Force Management Directorate (N1) is responsible for developing, enabling, and reinforcing corporate policies and procedures to maintain MSC�s total force and readiness; preparing an afloat workforce capable of meeting the readiness requirements of the customer; and creating a Human Capital strategy that ensures the right people with the right skills are provided to the right place for the right work, at the right time, and who have the professional and personal tools they need to be successful. N1 also provides CIVMARs with specialized shipboard training courses.� The Government is seeking information on capable and qualified companies to meet the following requirement: The Government requires development and facilitation of a Workforce Resilience Training Course for CIVMARS that will be incorporated into the CIVMAR New Employee Orientation (NEO) training process. The training will be role-specific and ease the transition for CIVMARS from shore life to sea-going life and assist the CIVMARS in arriving to the ship, mission ready.� Training Topics shall include: MSC�s Mission, Shipboard life, Workplace Culture, Mariner Workforce Issues, Sexual Assault and Sexual Harassment Prevention, and Culture Change in the Merchant Marine. Respondents are encouraged to provide any feedback regarding the draft Performance Work Statement (PWS) and industry�s ability to meet the Government�s requirement. Each response should also include: Company name Company address Company point of contact, phone and email address Company Business Size (i.e., other than small business or small business) Feedback on the ability to meet all requirements in draft PWS Feedback on the draft PWS, if any Please limit responses to three (3) pages. Not responding to this request does not preclude participation in future requests, if such are issued. General questions regarding this request may be submitted via email to Jim Ellis at james.p.ellis54.civ@us.navy.mil no later than 02 February 2023 at 5:00pm Local Time, Norfolk, VA. Please note, during this time the Government is unable to provide direct responses to questions received in response to this RFI. However, due consideration will be given to all feedback and any feedback received may be used to revise the requirements. This is not a request for proposals, and no contract will be awarded as result to responses received. This announcement is for market research and planning purpose only. This is not a solicitation and no contract will be awarded from this announcement. This announcement is not constructed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.
