- Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing ALBANY WATER TANK CLEANING & INSPECTION. The North American Industry Classification Systems (NAICS) is 541350. Responses to this notice must be submitting in writing (email) and must be received not later than February 25, 2023, at 10:00AM. Email: Janice.Brooks@va.gov. No telephone inquiries will be accepted. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 541350. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. STATEMENT OF WORK INSPECTION/CLEANING OF 14TH FLOOR WATER TANKS STRATTON VAMC ALBANY NY Introduction Stratton VAMC s mission is to provide world class healthcare for veterans in the capital region and upstate New York. Background /Objective The Stratton VA Medical Center in Albany New York is currently seeking a vendor for the inspection and cleaning of two 25,000 gallon domestic cold water storage tanks located on the 14th floor of the Medical Center. These tanks supply the Medical Center high loop, floors 5 through 14, with potable domestic water. These tanks also provide redundancy for the fire protection system throughout the building. It is the intent of this contract that the U-1 form (Manufacturers Data Report for Pressure Vessels) be completed and submitted as required by the provisions of the ASME Boiler and Pressure Vessel Code Rules, Section VII, Division 1 Place of Performance Stratton VAMC Albany NY; Bldg. 1, 14th floor. Period of Performance Work will take place Monday-Friday. 7 AM to 4 PM Scope of Work The water storage tanks were installed in 1951 and cleaned/inspected in 2014. Tanks are sound and have not provided us with any issues, i.e. leaks, corrosion, etc. They are housed inside on the 14th floor and set horizontally off the ground on a concrete cradle. The tanks are fed with domestic water from the sub-basement through pumps that send City of Albany municipal water from the street to the tanks. The tanks have a level float system for operational control. Additionally, the tanks are ASME pressurized vessels, utilizing a compressed house air at the top of each tank and regulated at approximately 18psi. Specific Tasks - Contractor will furnish all parts and labor to accomplish the task of File Review: Perform a review of the available equipment files reflecting original design, OEM construction drawings, repair documentation, and inspection records. The intent of the file review is to fully assess the operational conditions and past history of the equipment. Contractor will furnish all parts and labor to perform an external visual inspection (VT) utilizing trained engineering personnel competent in tank design and damage mechanisms. Inspections shall include but are not limited to the shell, welds, heads, nozzles, appurtenances, relief protection, foundation, and coatings. Contractor will furnish all parts and labor to perform a Non-Destructive Testing inspection utilizing ultrasonic thickness testing (UTT) on the external shell as required. This work shall be performed by trained personnel meeting the requirements of the American Society of Non-Destructive Testing SNT-TC-lA. Contractor will furnish all parts and labor to perform an internal (VT) inspection, liner thickness measurements, and spark testing of the glass liner shall be provided by a field service technician. Holiday testing will comply with Standard Practice for Discontinuity (Holiday) Testing of Nonconductive Protective Coating on Metallic Substrates, following ANSVAWWA D103-09 Section 12 by reference to the American Society for Testing Materials (ASTM D1562-01) and STI SP001. Contractor will furnish all parts and labor to ensure tanks are clean and free of any debris before putting tanks back in service. Contractor will furnish all parts and labor to perform an evaluation which includes an executive summary which outlines any conditions that inhibit the proper use and functionality of the equipment being inspected. And provides a comprehensive report with pictures and all documentation ascertained before, during, and after the inspections. Report should include, but not limited to the following: UTT data and thickness measurement location (TML) map Graphical representation of shell thickness data Calculated minimum thickness Wastage rates (if previous data is provided) Remaining life expectancies (if previous data is provided) Repair recommendations with criticality ranking Inspection pictures Future inspection intervals Delivery Schedule or Deliverables Contractor will deliver the finished report no later than 10 days after completion of testing. Report will be delivered to the COR. Non-Compliance- The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work, and hold the Contractor in default. Government Tasks- VA personnel will empty tanks one at a time for inspection and cleaning. VA personnel will deenergize pumps. Inspection- Upon completion of the testing/ cleaning service, the COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. This inspection will ensure that all equipment is returned to full functioning condition No invoices will be processed for payment prior to the completion of POC inspection
