- REQUEST FOR INFORMATION (RFI) for PROGRAM EXECUTIVE OFFICE, COMMAND, CONTROL AND COMMUNICATIONS TACTICAL (PEO C3T) PROJECT MANAGER, INTEROPERABILITY, INTEGRATION AND SERVICES (PM I2S) PRODUCT MANAGER, TACTICAL CYBER AND NETWORK OPERATIONS (PDM TCNO) U.S ARMY, ABERDEEN PROVING GROUNDS, MD UNIFIED NETWORK OPERATIONS (UNO) The Government is requesting that contractors review the Draft Performance Work Statement (PWS) (attachment 001) and provide a response no more than (30) pages in length, (Times New Roman 12-point font) to the Government In Accordance With (IAW) the below submission requirements on the following questions to encourage competition and exchanges of information: ADMINISTRATIVE INFORMATION 1. REQUIREMENT #2 a) Does your company have experience establish varying levels of authentication and access control while providing a secure and trusted environment where any Person Entity (PE) or Non-Person Entity (NPE) can access all authorized resources (including devices, applications, services, and data) from any place and at any time, while also letting the administrator know who and what is accessing those resources?� If so, please provide the following: i. Period of Performance/ordering period of the contract and period of performance if referencing an order, v. Whether you were a prime or subcontractor and which companies you worked with (if any) and an estimate of the % of work your company accounted for regarding the work outlined in this question,� vi. REQUIREMENT #7 a) Does your company have experience integrating systems from multiple vendors to provide a common solution to a problem? If so, please provide the following: i. Example(s) of the experience. ii. Please describe the problem area, the architecture used to integrate the systems and the APIs developed. iii. How many systems were involved and how many vendors? iv. What kind of testing was involved? Please, describe the testing environment. v. How much development was needed to integrate systems? How much development was needed by the external vendors systems to integrate into your system? vi. Describe the user interface on the integrated system. vii. How was configuration control handled? viii. Include the contract number and order number (if referencing an order) you are using as an example ix. Period of Performance/ordering period of the contract and period of performance if referencing an order, v. REQUIREMENT #11 a) Does your company have experience in providing virtual and/or online training?� If so, please provide the following: i. Example(s) of the experience, ii. Include the contract number and order number (if referencing an order) you are using as an example, iii. DoD Agency Name of who the contract/order is supporting, iv. Period of Performance/ordering period of the contract and period of performance if referencing an order, v. Whether you were a prime or subcontractor and which companies you worked with (if any) and an estimate of the % of work your company accounted for regarding the work outlined in this question,� vi. REQUIREMENT #12 a) Does your company have experience in writing Technical Manuals? If so, please provide the following: i. Example(s) of the experience, ii. Include the contract number and order number (if referencing an order) you are using as an example, iii. DoD Agency Name of who the contract/order is supporting, iv. Period of Performance/ordering period of the contract and period of performance if referencing an order, v. Whether you were a prime or subcontractor and which companies you worked with (if any) and an estimate of the % of work your company accounted for regarding the work outlined in this question,� vi. Reference any metrics that document and capture your work efforts under the contract(s)/order(s) you are referencing which show you effectively meeting the work outlined in this question. b) If your company does not have experience or you would like to provide further insight into your company�s technical capabilities, please describe how your company alone or through a business arrangement (inclusive of joint ventures, teaming arrangements, strategic alliances, or other arrangements) has the technical capabilities to write technical manuals. CONTRACTING 1. Please provide any questions, comments, and feedback on the attached Draft PWS and its contents. 2. Does your company have a SECRET facility or access to one should it be required.� Please provide details. 3. Per FAR 16.104(i) and FAR 16.301-3 a contractors accounting system must be adequate for determining costs applicable to the contract or order prior to being awarded a cost-reimbursement contract.� As such please answer the following questions below: a. Has your company ever been awarded or had experience with a DoD cost-reimbursement contract and/or order? If yes what was the total value of the contract and/or order? b. Does your company have an accounting system or are able to obtain an accounting system that was/is validated as adequate/approved for determining costs applicable to a cost-reimbursement contract by either: -The Defense Contract Audit Agency through an accounting system audit -The Defense Contract Management Agency -Any Federal Civilian Audit Agency -Any Contracting Officer of the Federal Government *Please provide details if you responded to any of the four bullets above. 4. Considering the draft PWS please identify what contract type you believe is best suited for this effort.� Please note different contract types could be used for different requirements within the PWS.� For example, some work might be best suited as a Firm- Fixed-Price contract type while other work might be best suited for a Cost-Plus-Fixed- Fee Term contract type.� Please be specific in your response. 5. If the Government determines that the contract or any portions of it should be set-aside to small business concerns utilizing FAR 52.219-14 Limitations on Subcontracting, your company and if applicable its similarly situated entity will be required to perform at least 50% (percent) of the work, if this poses any concerns for your company please explain? 6. Will your company propose on this effort? Yes, or No? a. If no, please indicate any PWS requirements that would preclude your company from submitting a proposal. b. Please indicate the amount of time required to develop a proposal, 14, 21, or 30 days. *** Responses to this request are due no later than 10 February 2023 @ 4PM Eastern Standard Time (EST).
