- RE-STRIPE MAIN ROAD AND PARKING LOTS GULF ISLANDS NATIONAL SEASHORE FORT PICKENS AREA WEST of PENSACOLA BEACH, FL SYNOPSIS: The National Park Service seek qualified contractors to bid on a Gulf Islands National Seashore project to re-stripe main road and parking lots at the Fort Pickens Area. This business opportunity is for a firm-fixed price construction contract for cyclic maintenance of traffic markings to maintain lane delineation and reflectivity to enhance visibility at night and during rainy conditions which will help ensure a safe road system. This work will re-stripe the current roadway markings, bike lane markings, crosswalks, and parking lots to include all stop bars, Bus and RV, and directional arrows. ACQUISITION METHOD: Request for Quotation (RFQ) prepared in accordance with the simplified acquisition method and procedures in FAR Subparts 13 and 36. The Standard Form 1442, SOLICITATION, OFFER, AND AWARD (Construction, Alteration, or Repair) is made part of the solicitation and quotations or offers using any other form will not be accepted. MAGNITUDE OF CONSTRUCTION: ESTIMATED PRICE RANGE: between $25,000 and $100,000. SCOPE: Requisite tasks include TRAFFIC MARKINGS approximately 1) 7 miles of double yellow line and solid white edge line on the main road; 2) 5 miles of Bike lane identification; 3) Five (5) Crosswalks; 4) Fee Entrance Station Parking area drive lane markings (all hand work) and parking (6 spaces including current ABA spaces); 5) Parking Lot #19A (30 spaces including current ABA spaces); 6) Parking Lot #17A (22 spaces including current ABA spaces) and East end turn around and travel direction arrows; 7) Life Saving Station/Campground registration check-in (33 spaces including current ABA spaces and RV spaces); 8) Langdon Battery Parking lot (27 spaces including current ABA spaces); 9) Langdon Beach Parking lot (100 spaces including current ABA spaces); 10) Campground ""Loop A"" Entrance Area; 11) Old Campground Store parking lot and entrance to Campground Loop B, C, & D (18 spaces including current ABA spaces); 12) Battery Worth parking lot and entry (164 spaces including current ABA spaces); 13) Battery Cooper area (a few small lots with 16 spaces total including current ABA spaces); and 14) Ft. Pickens Proper Roadways and parking areas (One large parking area and several small areas along with some roadway and directional arrows, crosswalks, Bus and RV markings including current ABA spaces. PERIOD OF PERFORMANCE: 120 Days after Notice To Proceed SET-ASIDE: 100% small business under NAICS code 237310 with size standard of $39.5 (in millions of dollars) annual receipts. BONDING REQUIREMENTS: Pursuant to 40 U.S.C. 3132, construction contracts greater than $35,000, but not greater than $150,000, the contracting officer shall select two payment protections alternatives: (i) A payment bond (SF 25A). (ii) An irrevocable letter of credit (ILC). After contract award the contractor shall submit alternative payment protection acceptable to the Government, before issuance of a notice to proceed. PRICING fixed-price construction contracts. (a) Generally, firm-fixed-price contracts shall be used to acquire construction. They may be priced- (1) On a lump-sum basis (when a lump sum is paid for the total work or defined parts of the work), (2) On a unit-price basis (when a unit price is paid for a specified quantity of work units), or (3) Using a combination of the two methods. (b) Lump-sum pricing shall be used in preference to unit pricing except when- (1) Large quantities of work such as grading, paving, building outside utilities, or site preparation are involved; (2) Quantities of work, such as excavation, cannot be estimated with sufficient confidence to permit a lump-sum offer without a substantial contingency; (3) Estimated quantities of work required may change significantly during construction; or (4) Offerors would have to expend unusual effort to develop adequate estimates. BASIS OF AWARD: The Government intends to make a single award on an ""all-or-none"" basis. Before making award, the contracting officer must determine that the proposed price is fair and reasonable. SITE VISIT: Fort Pickens Gate: 8 a.m. to sunset (year-round). Offerors or quoters are urged and expected to inspect the site where the work will be performed. Or follow the signs to PENSACOLA BEACH and turn west onto Fort Pickens Road.
