Description
ANTICIPATED PERIOD OF PERFORMANCE WILL BEGIN 2024 THROUGH 2029 This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Further, the Government�will not be responsible for any cost incurred in furnishing this information. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated NAICS code for this requirement is 325412 Pharmaceutical Preparation Manufacturing. BACKGROUND The mission of the Division of Strategic National Stockpile (DSNS), of the United States (U.S.) Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR), is to ensure the availability and rapid deployment of life-saving pharmaceuticals, antidotes, other medical supplies, and equipment necessary to counter the effects of biological, chemical, radiological, natural disasters, or other emerging infectious disease agents. When state, local, tribal, and territorial public health and medical systems request federal assistance to support their response efforts, DSNS ensures that the right medicines and supplies get to those who need them most during a public health emergency or pandemic event. The Strategic National Stockpile (SNS) is a national repository of pharmaceuticals, vaccines, medical supplies, and medical equipment stored in strategic locations around the nation. These assets are designed to supplement state and local public health departments in the event of a large-scale public health emergency that causes local supplies to run out. Pharmaceuticals and Medical Supplies are strategically stored in a network of warehouses across the country for rapid deployment to protect the U.S. population against 21st century health security threats, such as anthrax, botulism, smallpox, plague, tularemia, and viral hemorrhagic fevers, as well as emerging infectious diseases, pandemic influenza, natural disasters, and other chemical, biological, radiological, and nuclear incidents. SCOPE OF WORK The Strategic National Stockpile has a need to procure a variety of FDA approved pharmaceuticals to maintain minimum stockpiling capabilities for responding to public health events. The Contractor, as an independent organization and not as an agent of the Government, shall procure and furnish all labor, materials, supplies, facilities, equipment, transportation and travel necessary to deliver the acceptable pharmaceuticals. Pharmaceutical� Product (see spreadsheet for pharmaceutical product list enclosed) CAPABILITY STATEMENT/INFORMATION SOUGHT Interested Businesses must respond to all of the following: What is your core business? Are you considered to be a manufacturer or a distributor of medical/pharmaceutical products? Is your company currently registered in System for Award Management (SAM)? Does your company currently have any contract/s with other commercial or government activities that require storage and distribution of material? Is your company capable and or interested in providing an offer with the requirements listed above? Describe any risks/obstacles you foresee with this initiative and how you would mitigate those risks. Is your company familiar with cold chain packaging requirements and can you adhere to the federal industry standards? What is your customary method for updating your commercial catalog prices?� What basis does your company use to change these prices and how often? Does your company maintain a published commercial price catalog for your Pharmaceutical prices? Does your company have experience with providing multiple manufacturers products? Is there any industry prohibition for you to distribute multiple manufacturers' products? If your company does not carry an item in your normal commercial stock or you are not authorized to distribute do you have relationships with other distributors or access through another distributor to support the required product? What is your company's normal shipping time after receipt of an order for material? Are there products that you manufacture/distribute that would be considered exceptions to your own normal shipping times? What are your capabilities for shipping material OCONUS (outside contiguous United States) if the customer requested you arrange a direct shipment? Shipping terms for this contract is free on board (f.o.b.) origin, inspection and acceptance of the material accomplished at source by the FDA. Would your company be able to comply with these transportation and inspection terms? Describe your current procedures for reporting shipping/tracking information to the customer. Distribution/Source Inspection: Is your company authorized to distribute pharmaceutical items, drugs, and biologicals? Distribution/Source Inspection: Describe your procedures for managing/recording the product's shelf-life. Warehousing: Does your company have a storage/distribution center from which you currently hold and distribute pharmaceutical products from? What is the square footage? How many items do you currently inventory?
