- This is a draft Solicitation and the SPE60523R0XXX is not an actual number when the solicitation is finalized a valid solicitation number will be provided and posted to SAM.gov. DLA Energy-DDF desires input to determine the interest, availability, and technical capability of members of the business community to: � 1. What is the commercial practice when there are not any excusable delays allowed - natural disasters (Act of God) during contract performance period. 2. Obtain a list of Port(s) within the U.S. and U.S. Territories available for loading and discharging petroleum products available to barge and shallow waterway vessels as mode of transportation. 3. Identify if Port(s) has capability to load and/or discharge over water and discharge to fuel trucks on pier. 4. Explain your capabilities, in detail, in loading or discharging fuel in designated Port locations. 5. What is your experience in providing vessels that meets the requirements of the U.S. Coast Guard and suitable to load and deliver the intended fuel. 6. Explain how you maintain, clean, repair, position and operate equipment. 7. Explain your understanding of the emergency fuel and transportation support is to provide mobile refueling and retail capability of fuel products (Diesel, Gasoline, Propane, AVGAS and Jet A/A1). 8. Provide 24-hour, seven-day a week availability of equipment and personnel. 9. Load or discharge any quantity of fuel, entire or partial. 10. Provide comments on draft solicitation, attachments, and FEMA PWS � Interested parties should submit all of the following information: 1. Business type, size, and company's DUNS number. Small and Veteran owned businesses are encouraged to respond. 2. Type of storage and capacity quantity in U.S. gallons. 3. Location of fuel source facility (please provide as much information as possible about its source). 4. The type of product and the quantities available to support the listed states and territories. 5. States and territories that can be supported 6. Offeror's name, address, point of contact, phone number, and email address. Any pricing submitted under this RFI will be kept on a need-to-know basis. Since DLA Energy is not the intended end use customer, certain data received will need to be shared outside this organization but remain within U.S. Government. This RFI is for market survey purposes only and does not/will not obligate the U.S. Government nor the respondent to any contractual relationship. Interested parties are encouraged to submit one or more concept proposals that address each of the foregoing areas by February 17, 2023. We look forward to receiving your responses and welcome your feedback. Responses are due by February 17, 2023, at 4:00 PM, Eastern Time, (Ft. Belvoir, VA Local Time).
