- Description
- The U.S. Department of Energy (DOE), Office of Headquarters Procurement Services is issuing this Request for Information (RFI) on behalf of the Office of Chief Human Capital Officer (HC). The purpose of this RFI is to assist the Government in conducting market research focused on identifying potential sources and capabilities. This information will be used for market research only. This is not a solicitation. BACKGROUND The mission of DOE is to ensure America�s security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions. With the passage of the Bipartisan Infrastructure Law (BIL) and the Inflation Reduction Act (IRA), the Department of Energy (DOE) established the Clean Energy Corps, which is tasked with investing more than $62 billion to provide the American people with a more equitable clean energy future. While DOE has implemented various ancillary systems to support the employee lifecycle, DOE�s existing core HR system of record has not had a significant investment for more than 20 years and is not meeting current business needs. There are too many system interconnections; the system is dated in appearance; it does not support a virtual workforce; and it is difficult to maintain operations without lengthy �freeze� periods that ultimately cost taxpayers and erode service levels to DOE employees. Further, DOE�s current commercial off-the-shelf (COTS) platform does not allow the DOE HC Program Office the ability to sufficiently explore emerging technologies, e.g., real-time, integrated dashboarding, artificial intelligence, and bots (to automate work). OBJECTIVES The DOE HC Program Office has a new requirement to obtain an integrated Software-as-a-Service (SaaS) development solution, inclusive of all associated commercial software licensing and system integration support services, in order to transition multiple legacy HR applications and data (e.g., timekeeping, performance appraisal, employee training, hiring, etc.) into a single, virtual HR platform and HR data repository. This effort includes the optimization, configuration, migration, and transition of all legacy HR systems and data, as well as the development, implementation, integration, testing, operation, and maintenance of a new, commercial, cloud-based HR platform, including the provision of all necessary user licenses and associated support services. The anticipated North American Industry Classifications System (NAICS) Code is 541512 � Computer System Design Services, with a small business size standard of $34 million. The anticipated Product and Service Code (PSC) is DA01 � IT and Telecom � Business Application/Application Development Support Services (subject to change).
