- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Sole source upgrades to a Bruker MultiMode 8-HR atomic force microscope. SOLICITATION NUMBER: NB643090-23-00683 RESPONSE DATE: 02/09/23 DESCRIPTION: The National Institute of Standards and Technology (NIST)/Material Measurement Laboratory (MML) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of communications technology development, from fundamental characterizations, discovery to production. In particular, the Nanomechanical Properties Group within the MML conducts sensitive high-speed mechanical and electrical material characterization measurements at the nanoscale. One of the instruments that provides access to imaging and measurements at the nanoscale is Atomic Force Microscope (AFM). The most versatile AFM in the group is a Bruker MultiMode 8 AFM, with many modules dedicated to special nano- mechanical and electrical property measurements. The request upgrade is to add temperature control in the range from -25 C to +250 C. This will facilitate nanoscale mechanical and electrical measurements as a function of temperature. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Bruker Nano located in Goleta, CA to upgrade this microscope system Sole Source justification is based on the following: Market research has shown that Bruker Nano is the sole company who can provide this equipment upgrade to NIST. Bruker Nano is the original equipment manufacturer and sole provider of the cooling/heating microscope stage system, this is a sole source requirement.� �No other vendors are authorized or capable of upgrading the existing atomic force microscope. Bruker Nano has stated they are the only authorized source in writing. NAICS code for this requirement will be 334516 � Analytical Laboratory Instrument Manufacturing with a small business size of 1250 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 02/09/23 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
