FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66 � Instruments and Laboratory Equipment SUBJECT: Freeze Dryer Lyophilizer System SOLICITATION NUMBER: NB646110-23-00311 DESCRIPTION: The National Institute of Standards and Technology(NIST) intends to negotiate on sole source basis, under the authority of FAR 13.106(b)(1), with Elementar, located in Ronkonkoma, New York for a CHRIST-110825 EPSILON 2-10D LSC System. Sole Source Justification is based on the following: NIST�s Biochemical and Exposure Science Group develops services fulfilling customer needs through value assignment of NIST Standard Reference Materials (SRMs), stability testing of SRMs, and supporting traceability programs. The CHRIST -110825 EPSILON 2-10D freeze dryer system is required to develop omics-related reference materials, with particular interest in using it for RM 8470 Liver Extract (Metabolomics System Suitability). Not only does the instrument provide enough shelf space to lyophilize all of these vials in one (1) batch which, is necessary for homogeneity of the material across all vials, but also, freeze drying prevents the need to use liquid nitrogen throughout sample prep. The Epsilon 2-10D is the only instrument of required size in which the condenser reaches -88 C which is necessary for lyophilizing methanol volume that will be used in material production. Other instruments on the market only reach temperatures of -85 C and are smaller capacity benchtop freeze-dryers that do not meet required specifications. The instrument is fully outfitted for chemical solvent resistiveness, inclusive of the door, pump, valves, tubing, condenser, and gauges. While other instruments only provide options for a chemical resistive door, pump, or condenser collector which, will be unsuitable for long-term solvent use. Market research has shown that Elementar is the sole U.S. distributor of the CHRIST -110825 EPSILON 2-10D freeze dryer Lyophilizer system. No other instrument meet specification requirements for size, chemical resistiveness, and temperature. Given these facts, Elementar is the only U.S source reasonably available to provide the required instrumentation. The resulting purchase order will be a Firm-Fixed price award. The NAICS code is 334516 with a size standard of 1,000 employees.� No solicitation package will be issued. This notice is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 2/10/2022 @ 11:00AM will be considered by the Government.
