- Description
- FMVSS No. 213 sets forth the performance requirements for child restraint systems.� It includes the testing provisions which are necessary to determine whether a child restraint system meets those performance requirements.� The test provisions include a frontal dynamic sled test which simulates a vehicle striking a fixed barrier in a frontal impact, the Federal Aviation Administration (FAA) inversion test, and inspection requirements.� The test provisions also include materials tests, and an inspection of the restraint system�s features, and component testing, among other things. The services under this contract are necessary to support NHTSA�s determination whether a child restraint system complies with the Federal Motor Vehicle Safety Standard (FMVSS) No. 213, Child Restraint Systems (see 49 C.F.R. � 571.213). The Contractor shall furnish the necessary qualified technical personnel, facilities, materials, equipment, and services to perform the procurement, receipt, inventory, inspection, testing, reporting, storage and disposal of child restraint systems provided to the Contractor as Government Furnished Test Items (GFTI) or purchased by the Contractor as Contractor Purchased Test Items (CPTI). When test failures are identified, the NHTSA Contracting Officer�s Representative (COR) will contact the Contractor and request information to support NHTSA�s assessment of the test results. If a test failure is identified, NHTSA may require the Contractor to provide additional information specific to the tests conducted for NHTSA, including, but not limited to: test data, photos, video, details about the test set up, test observations, or details about the test item configuration, etc. Subcontracting is not permitted under this Contract with the exception of calibration services as required under this Contract.� Subcontracting of tests or any portion of a test is NOT permitted (see Section H.9).
