Amendment 0002 Issued 1/25/2023 removes Opinion of Value requirement from Statement of Work and Schedule.� Extends due date for quotes to 1/30/2023.� See revised Statement of Work and Schedule Due date for quotes is extended pending issuance of an amendment clarifying the Opinion of Value clarification.� Due date for quotes extended until 1/26/2023 at 4:00 p.m.� Amendment to follow.�� Amendment 0001 Issued 1/19/2023 to add Option Clin for Opinion of Value orders to be issued.� See Amendment 0001 and Revised� THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.� This synopsis/solicitation1305M223QNCNP0109 is being issued as a Total Small Business Set-Aside and constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-01.� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � ��� The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office for Coastal Management is seeking real estate appraisal review expertise and services to conduct desk reviews of appraisals for land conservation projects.� Period of Performance is a Base and 4 Option Years.� ��� Any resulting award will be issued as an Indefinite Delivery/Indefinite Quantity (IDIQ), with a Period of Performance of February 15, 2023 through February 14, 2024 for the base year, and will include four (4) consecutive option years.� The annual minimum order limit for each IDIQ will be $1,000.00; the annual maximum order limit will be $50,000.00.� Order(s) will be issued for Appraisal Reviews as required.� Contract Type/Evaluation As described above, the Government intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ), firm fixed unit-price contract based on the lowest price technically acceptable.� This solicitation is being issued as Total Small Business Set Aside.� The associated NAICS code is 531320 � Offices of Real Estate Appraisers, with a Size Standard of $9.5 Million. Offeror Instructions Offeror shall submit a quote that contains, at a minimum the following information:� The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and UEI Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Provide a technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation and Statement of Work.� The Contractor must have expertise in appraisal reviews.� Contractor must include resume or curriculum vitae of key personnel.� The key personnel conducting the appraisal reviews must: be State-certified general real property appraisers in good standing with the licensing authority where the credential was issued; have completed the 15-Hour Uniform Standards of Professional Appraisal Practice (USPAP) course (or its equivalent); have at least 2 years of experience in conducting appraisal reviews and preferably have obtained the Appraisal Institute�s Review Designation; have training in the federal Uniform Appraisal Standards for Federal Land Acquisition (aka UASFLA or ��Yellow Book�), such as the Appraisal Institute�s �Uniform Appraisal Standards for Federal Land Acquisition� course or other comparable coursework; have at least 7 years of experience in appraising real property, with at least 3 years of experience in appraising properties for conservation acquisition; have training and/or at least 3 years of experience in the valuation of Conservation Easements, preferably have completed the Appraisal Institute�s �Valuation of Conservation Easements� course; and Preferably have experience in the valuation of timber and/or mineral rights.� � � � � � � � � � � � � � � � � � � � � � � � � � � � � �5.� Acknowledgment of Solicitation Amendments (SF-30), if any Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award. Quotation Submission Response Quotes in response to this solicitation shall be submitted electronically via email by 4:00 P.M.
