Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. The Medical Readiness Contracting Office- East, US Army Medical Command intends to solicit, negotiate, and award a Single-Award). This contract is for a Friday only courier service for laboratory specimens to be picked up at Dunham U.S. Army Health Clinic, Carlisle Pennsylvania and delivered to Walter Reed National Military Medical Center, Bethesda Maryland. FedEx has proven to be unreliable with next day delivery of specimens sent on Fridays, resulting in specimens having to be recollected. Due to specimen stability, certain specimens cannot be held until Monday for shipping. Currently, unstable specimens drawn between 1200 on Thursdays and 1430 on Fridays are sent to LabCorp to be processed, resulting in increased costs to the laboratory and an increased risk of transcription errors. Stable specimens are shipped via FedEx the next business day, resulting in an increased workload for the laboratory staff working in the shipping department on Mondays and delayed resulting to the providers. This contract would increase patient safety by reducing the risk of transcription errors and decreasing the amount of work in the shipping department on Mondays. It would also eliminate the delay in specimen resulting because the courier would provide same day delivery of the specimens.
