- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with format in the Federal Acquisition Regulations (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number 15M10423QA4700005 is being issued as a Request for Quotes (RFQ) in accordance with FAR Parts 12 and 13 by the United States Marshals Service (USMS), Office of Procurement (OOP), Operational Support Section (OSS). The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular (FAC) Number 2023-01 dated 30 December 2022. Provisions and clauses incorporated by reference have the same effect as if they we in full-text format. The full text of the FAR can be reviewed at https://www.acquisition.gov. The procurement action is set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 611699 with a size standard of $12 million. The applicable Product Service Code (PSC) is U014. The USMS Strategic National Stockpile Security Operations (SNSSO) has a requirement for specialized tactical driving and security, specifically tailored to convoy security. Training will encompass both mounted and dismounted tactics for the protection of property and personnel during transit. Training will consist of both tactical driving methods and defense techniques (both armed and unarmed). Training will accommodate up to sixty (60) members of the USMS split into two training sessions. Each session will be five (5) consecutive days in length. The attached Statement of Work (SOW) outlines the full requirement. The Period of Performance (PoP) will be 01 March 2023 � 31 May 2023. Vendors must have availability to complete all training within the prescribed PoP; however, the USMS reserves the right to extend the PoP due to mission requirements and/or in the event of an emergency. The Basis of Award will be Best Value. Award will be made only to a responsible contractor whose quote is the best value in accordance with the SOW. Technical capabilities and experience are more important than price. If, in the opinion of the Government, multiple vendors are found to have acceptable technical capabilities, experience and past performance that fully meet the training as outlined in the SOW, the deciding factor shall be price. Contract type will be Fixed-Firm-Price (FFP). Evaluations will be made in accordance with FAR Subpart 13.106-2, and the criteria outlined in FAR Provision 52.212-2. Award will be made to the best value offer whose quote conforms to all solicitation requirements, attachments and the SOW requirements. This determination will be made at the sole discretion of the Contracting Officer. The Place of Performance shall be at the awarded contractor�s facilities. All offers are due no-later-than 1:00 PM EST on 03 February 2023. All questions are due no-later-than 11:00 AM on 27 January 2023. All offers and questions shall be submitted via email to both: christopher.jones10@usdoj.gov and julie.simpson@usdoj.gov. Questions will not be accepted via phone call(s). This acquisition is subject to the availability of funds. The USMS will not reimburse any expense(s) related to the creation and/or submission any quote(s). Vendors are required to submit a training plan with their offer that outlines how ALL sections of the SOW will be addressed and successfully completed. Guideline for Submission (1) � All offerors shall review this solicitation, provisions and clauses, and all attachments prior to submitting a quote. Any questions regarding this solicitation must be submitted PRIOR to the question deadline outlined above. (2) � All questions received PRIOR to the question deadline will be compiled and answered by 11:00 Am EST on 30 January 2023. Offerors are encouraged to periodically check the System for Award Management (SAM.gov) for any amendments that may be made to the original solicitation, and for the answers to any questions received prior to the question deadline. (3) � All offerors are required to have an active registration in SAM at the time they submit their offer/quote. If the offeror does not have an active registration, their offer cannot be considered by the Government. Offers must also have an active registration in SAM at the time of award to be eligible to receive contract award. (4) � All offers are due no-later-than 1:00 PM EST on 03 February 2023. Questions and offers will only be accepted via electronic delivery to the email addresses specified above. IPP is a secure, web-based program utilized by Federal agencies to manage the invoice process. IPP registration IS NOT REQUIRED to submit a quote/offer for this procurement, but the successful offeror must register for IPP after award is made.
