- This announcement is not a notice of solicitation issuance. This is a Request for Information (RFI) for market research purposes only and is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. This RFI is being published to identify potential sources capable of providing support for design of Multi-Function, Multi-Mode RF systems, working with leaders across the Air Force Research Laboratory, Munitions Directorate, Integrated Seekers and Processing Branch (AFRL/RWWI) Office, which directly supports AFRL/RW. The Air Force Research Laboratory, Munitions Directorate, Integrated Seekers and Processing Branch (AFRL/RWWI) anticipates releasing Call #4 RFP against Broad Agency Announcement (BAA) FA8651-22-S-0001 for designs of Multi-Function, Multi-Mode RF systems, Research Area 14. � Tasks/Objectives:� The primary objective of the Multi-Aperture Networked Intelligence for Agile Combat (MANIAC) Phase I effort is to develop a tactical system concept, system models, and a detailed (comparable of Critical Design Review) technical design for a low Cost, Size, Weight and Power (CSWAP), multifunction RF/MMW system capable of performing target engagement (including active and passive sensing for homing and/or RF-aided inertial guidance ), navigation (ownship and intra-fleet), fuzing, communications (intra-fleet) and collaborative (multi-platform sensing) modes.� The proposed capability is intended to enable agile, sustained, and accurate operation in contested and degraded environments against ground mobile targets while employed in solitary or collaborative small, low-cost, air-delivered munitions.� The proposed state-of-the-art system shall improve CSWAP efficiencies through the use and reconfiguration of common multiband/wideband apertures, multichannel transceivers and distributed hybrid processing controlled by an autonomous/cognitive resource management system.� Instructions: To indicate positive interest or submit questions in regard to this requirement, please submit the following to Air Force Research Lab (AFRL/RWWI): Capability Statement � Businesses are requested to submit a capability statement that demonstrates technical capability for completing the task/objects provided for in this announcement. Past Performance � Identify previous contracts that are relevant to the scope of this effort. Include contract numbers and title of effort.� Point of Contact (POC) � Name, telephone number, and email address along with company name, CAGE Code, and facility clearance.� The government will pull representations and certifications from sam.gov to verify company status and ensure company possesses appropriate facility clearance for more discussions and potential invitation to industry day and one-on-ones discussions.� Export Control: Information involved in this research effort is subject to Export Control (International Traffic in Arms Regulation (ITAR) 22 CFR 120-131, or Export Administration Regulations (EAR) 15 CFR 710-774). A certified DD Form 2345, Militarily Critical Technical Data Agreement, must be submitted with the package.� The DD Form 2345 will not be included in the page count.� Required Information: This request may not directly lead to a Request for Proposal (RFP).� Any interested party that can offer all of the above may submit an electronic written reply (unclassified), of no more than 2 pages in total length, to address capability statement and past performance, double spaced, 12-point font, and accessible either through Microsoft Word or Adobe Acrobat.� A cover page should provide for items requested in paragraph 3. Total of 3 pages maximum (not including the DD Form 2345).
